I would suggest dropping the vanguards at 1000 points and taking more tact squads, and if you want to use sternguard switch lysander out for Kantor, having your sternguards count as scorng will really help your list in objective based games. Taking the Vanguards out is because they are so expensive and the only army that can really really get the points out of them is a BA list because of the descent of angels rule.

Agreed. If you want to use vanguard badly you need to be either BA or have a list with a lot of Locator Beacons. You could add Assault Terminators for 75 points less which would fit with Lysander a lot better anyways.

However if you're willing to drop Lysander, Kantor with Sternguard is great, and you could switch out the Vanguard for just vanilla assault marines. The extra points you save could easily go to more tac squads or the like. (Lots of MEQ bodies at low points levels is great.)

Your tac squad doesn't have a ride. Fix that! Drop Pod, Rhino, COmbat squad in a razorback... you need a way to get your marines into bolter range. Make that 3+ save work for you where you want it, not wasting it as you trudge up the field. I'd drop the melta bombs too, as I sincerely doubt that squad will EVER be charging a vehicle if they're busy toting plasma around.

The Sternguard unit itself... well, I'd say you've got enough plasma in your tac squad, so comb-meltas would be a much better choice. The powerfist is also likely unneccesary if your HQ is attaching to them, so that could save you a few more points. I wouldn't worry too much about getting into HtH with them, that's what your transport and counterassaulting jumpers are for.

Quantity over quality at low levels. A horde of marine bodies is very difficult to counter for most armies as they can't pack enough high Str weaponry.

Started wargaming with heroscape. Who says kids can't be generals?

In annihilation games (especially with space marines) numbers matter.

Transports are nice, if you have them. If you don't then make sure you get yourself into cover and prepare for a BIG firefight.
Sternguard....if you want them take them, but personally at 1000 points tac squads are much better. Admittedly if you use kraken bolts and rapid fire you can shoot 40 bolts into the enemy at around 15" range (meaning you can't get assaulted next turn!).

if you are going with sternguard lose the lascannon. Put it on your tactical squad instead (MUCH CHEAPER).

Give your scouts sniper rifles so they have the range to shoot at whatever's on the board, no matter what side.

Lysander with sternguard? Costly. Go with Kantor and they get an extra attack and Hold the Line.

This list has a lack of numbers and a lack of firesupport or transport vehicles.

Veterans are expensive, especially at lower point games your better off with numbers, especially with Space Marines. Add some tactical sqauds and assult squads instead, this will give you greater numbers at a lower point cost. Since your putting a missle launcher in with the scouts, make sure to give them sniper rifles.

Loose the named character, most of the Space Marine named characters are over priced and pointless, except for vulcan and any of the BA named characters. Instead take a chaplin or a librain and attach it to a tactical squad. Half the points and much more usefull.

Your list really lacks support. There are two ways to work around this, give your tactical squads transports, either rhinos or razorbacks, or take some heavy support. I'd recommend any of the following; Thunderfire Cannon, Predators loaded out with either an AC and HB sponsons or an AC and Lascannon sponsons, or Dreadnaughts with either 2xTL-AC or TL-AC/PC.

Your list would be better at higher points, say in excess of 1500 or so. Space Marines really struggle at low point values, it really comes down to haveing the highest possible model count and a focused list and stratagy.

at 1000 points tactical squads rule for SM

You might also consider a 10 man assault squad and chaplain to give you a bit of a nasty punch.

Or load up on dreadnoughts.
