Vulcan is alot of fun, more often then not when im playing regular old Space Marines at point values over 1500 points he is my guy.

My problem with the lists you put up, is the underutilization of the reason your bringing Vulcan. You need to spam flamers, melta and thunder hammer type weapons or else he is no better then a 100 point captain. You first list only has 6 weapons that fall into this catagory and 2 of them are one shot weapons. Your second list has 2. Remember, Vulcans counts as a flamer does not get twin linked via his chapter tactics.

So heres what I'd change;

-Drop the plasma guns and take flamers in the tactical squad.
-Switch out your dreadnoughts for Ironclad Dreadnoughts, switch out the stormbolter for a heavy flamer. For 145 points you now get 2 DCCW, a heavy flamer and a melta
-I dont know what to really do with the Land speeder and the devastators, they do not fit into my play style, nor do I think they fit into a vulcan list well, unless you can put a melta or heavy flamer on the speeder. I would consider swaping them out for some assult marines with meltas though.

Originally I was going with flamers in the tac squads, but they don't give enough range.

Vulkan cant take a command squad...

As for Vulkans flamer, that is not a universal truth Catyrpelius

It is most certainly truth.

The codex entry is very specific about what the rule twin links.

If you include Vilcan He'stan then all units in your army lose the Combat Tactics special rule. Instead, all thunder hammers in your army will count as master crafted, and all flamer, heavy flamers, melatguns and multimeltas count as twin-linked.

No where in there do I see counts as flamers.

The Gauntlets can be fired AS a Heavy Flamer. They are not "counts as" HF. So it is very much twin linked even according to RAW

Looking at entry for Vulkan He'stan in codex:

All thunder hammers in your army will count as master-crafted, and all flamers, heavy flamers, meltaguns and multi-meltas count as twin linked.

Dreadnoughts do have flamers in there power fists, therefore no conversion is necessary unless you're being REALLY pedantic.

As for Vulkan not being able to take command squad......
grrrrrr

I'll put him with some Vanguard Vets instead (without jump packs)

OK so I have 220 points to play around with as I can't take my command squad.

Enter.........vanguard vet squad!

The vanguard vet squad in the rhino will give Vulkan something to do while the game goes on. Vulkan is a mean infantry killer with his relic blade and heavy flamer, and the vanguard "bodyguard" with 4 of them wielding lightning claws will make a good "shock" unit.

I did consider giving them THunder Hammers (two), but I like the rerolls to wound.
