Here is what I am planning on bringing based on what I have read of the rules. Explanations at the bottom:

So, basically I intend for this list to be able to dominate (with minor exceptions) in both the shooting and magic phases. Magic due to D6+3 Warpstone tokens and a level 4 that is one of the stronger casters in the game.
BSB is an auto-include with all the leadership checks that will take place with movement.
Shooting. Sure, I can be outshot by a few lists out there, but between Howling Warpgale and the Stormbanner, I am dropping a lot of good shooting down to BS2-like levels. I have six units that ignore armour and now place their templates which gives plenty of opportunity to whittle down even horde units, along with four Monster-killers in the cannons and doomwheels.
The Plague Monks will have a 7-wide frontage and be placed as a 'cannot-be-ignored' unit that will really just be taking most of the shooting. Slaves will deploy as a ten-wide frontage and soak up crap from their shooting and spells. With the stubborn rule, I intend to actually be able to shoot into combat with all of my mortars and do some really nice damage if needed (this does not happen now, they never last more than a turn in normal combats).

Thanquol - 2x Plague, 3x Ruin (Least favourable becomes dreaded 13th, but really need to get that Warpgale against most lists).

A mean-looking list. Three quick questions:
First. Why the Doomrocket? It feels like an odd-ball type item, and considering it's randomness and one-time usage, do you feel it's worth the 30pts? I'm not saying it's bad, just wondering if you think it's optimal (as this is for the 'Ard Boyz).
Second. Why no dispel scrolls?
Third. Why not four units of 20 slaves? I'm unfamiliar with the 8th ed. rumors as of yet. I assume something about Stubborn and unit strength or outnumbering? In that case, I would certainly support your choice. Otherwise, breaking them down into smaller units would almost always mean the same effects plus a few bonuses.
But yeah. A pretty cruel looking list, while avoiding a surprising chunk of what everyone hates (like Censer Bearers and the Abomination. In fact, that's all you're really avoiding, but it is still significant).

@Warpsolution: I specifically made the decision to leave those two units out.
With my rares, I have the back-end of warmarchines, and two Doomwheels. I feel that this is the maximum I can really get out there, and the first turn will have ablative wounds that can't be stopped tranferred over to Slaves. When you start getting single models near them, Doomwheels will pop those off.
Censor Bearers: I am not happy with the new Skirmish rules and they can't do quite as much sneaky moves as they could before. (You can't single file them between units, or charge them through little holes between units). Also, I have usually run units of six to eight and really am not sure what the 'magic number' will be with this new edition.

Well, if the Rocket works, then by all means, light 'er up.
Yeah, I can see how fitting in an A-bomb would be difficult, especially when Doom Wheels can take out those multi-wound models with, some would say, more efficiency.
And as for the Censer Bearers, I'd have to agree again. I'll try 'em out in this new edition, but it feels like they've lost a lot of their edge.

Yeah, plus doomrocket never even needs line of sight, you just kind of throw some dice after picking a direction and laugh gleefully as a whole unit disappears. The farther, the better, as more dice means you end up with more average rolls (I have learned to ignore the constant threat of misfires and just accept it).

I think that list would give any army a hard time. The more elite armies cant count on gaining tons of res by killing lots of rats because as long as they outnumber tehy'll be stubon. Have have at least two ranks in the flank now to negate ranks. Plus the stor banner will ensure your troops dont get chewed to pieces from shooting. All very scary. Although a oppenant with a good choice of lores and some good rolling on their part will have a strong magic phase.

I think I need to take some time to look through the common magic items and see if anything seems useful. Anyone have suggestions?
I am deeply saddened, by the way, by the fact that I can't put my Plague Furnace on a flying carpet. :(

Nice list, your rare choices seem very scary. I truly hope 8th edition opens up everyones options in their army to get rid of stupid things like comp scores. I am lucky in our group that their fun lists are usually their cheesiest. Anyone is usually up to play any army with no eye rolling like you here about in other places.

The thing about this list is, from what I have read of the background, that it seems completely in theme of how the Skaven would go to war anyway.
