I'd opt for IG since they have an up-to-date codex.
Moreover, IG is considered to be tier 1, while Eldar and Tau are tier 2.

No love for the Tau?

I've actually played all three and I personally break it down like this: I love the look of the Eldar but I can't find a tactic that works well for me. The only one I see really WORK is kind of cheap - wait until turn five, deep strike all your jetbikes, take and hold objectives, laugh incessantly. I love the versatility of the IG, and they have a cool look (especially if you go with FW models) but they're expensive - a single Troops choice consists of three to... nine, I think? squads, each of which is bought separately. Alternately, you can go with a mechanized force, but then you're still spending $45 on each individual tank, and when IG tanks come in squadrons of THREE, that gets even MORE expensive.

So right now I'm working on a Tau cadre of the Vior'la sept. I love the look of the Tau, I wanted a shooty army (which the Tau are, IN SPADES), and they're not back-breakingly expensive like IG. Plus the Tau have some awesome fluff - I considered painting my Tau cadre as a Farsight renegade force, but decided to go loyalist Vior'la Tau instead, which is a choice you get to make.

The only downside is it's a fourth edition codex.

Mech IG is a viable option.
Melta Vets in Valkyries can seriously interrupt enemy plans.

Wisdom.

My Tau, who all travel in Devilfish, hate this strategy. Got a buddy who looooooves to whip out his veteran squads and drop them in Valkyries when he knows I'll be playing my Tau.

Im starting into 40k after a 6 year gap, and im going with Tau. I love the look of the models, their combination of Gundam/Armoured Core style mechs and the Feudal Japan dogma. They are the race that appeals to me most visually, and their fluff is brilliant aswell.
People say they arent competative anymore, and while its true they need a bit of a revamp, if you play them right they can annihilate MEG's.
Plus you get to make up cool sounding names for your Commanders and Sept. If you make your own (mines O'Nan'Sha'is: Commander Swordwind)

Eldar have some of the most striking models in the game, in my opinion, and they look fantastic when painted because of all the bright and contrasting colours. Like someone spilled skittles on the board. They are difficult to learn with, and not all that tough, but if you find a style that suits you they can be quick and devastating.
The pro of Eldar is you have lots of very specialized troop choices, that are amazing in their own area of expertise. The con is that when you loose one of those units, its drastically damages your ability in that field e.g. loosing all you Dark Reapers can hurt your long range shooting options.

Ive not got any great love for IG, but I dont dislike them. They are brilliant if you want a tank heavy army, and you can throw masses of troops at the enemy and not care about loses. They have some very cool looking units, like the Valkyrie, but I just dont find them very interesting as an army.

To each their own.

OP, work on your grammar a bit. It's a little difficult to decipher your post.

For actual content, what looks like it would be the most fun to paint? IG are pretty dangerous as a "side project" since their armies tend to get real big, real fast. My IG were meant to be a Combat Patrol team of about 500 points, and now they're closing in on 2000. Even then, you need a lot of troops and tanks to field them. They are an absolute blast to play, however. Eldar are pretty cool too, but not my cup of tea. Tau are in the same boat, but they're really hard to win with these days, while Eldar still have quite a few competitive builds, if that's your thing.
