Well, that video is about a year old.
And to the other comments, you really have to watch ALOT more of his videos, its an act. California On "" is just a series where he walks around mocking people and asking ridiculous questions.
He has other series of actual skits and interviews (where yet again he is acting)

Can be a bit over the top sometimes but usually funny as hell.
