So I'm thinking of starting up a nice empire army using Skaven models, something along the lines of a skaven tribe/clan/etc stealing empire technology and adapting to using it in battle. Since the Clanrat statline nearly mirrors that of a human it wouldnt be too confusing either. I think it would work nicely on a friendly level, but would a TO allow me to use it in a tourney?
Nothing would be modeled wierd, Clanrats with crossbow arms are Xbowmen, rats with spears are obviously spearmen, Stormvermin riding plagued horses are Knights, Night riders on horses with pistols are pistoliers, 3 ratling guns smelted together to form a Helblaster Volley Gun, a Steamtank model ripped up and fitted with a warpstone-powered engine for my steamtank, etc.
Anyway do you think a TO would have a problem with this? I would say it would be hard to mix things up with the way I will model them but idk.

I hate hard counters. In a game of rock, paper, scissors, I hate playing any of the factions because no matter what you choose you might as well not deploy against your hard counter. I want to use a gun. Rock, paper, and scissors could all probably still beat gun, but gun will never feel like a game is a lost cause. |

It should be fine as long as it's pretty easy to figure out what's what.

1) Ask some TOs in your area - they are the only one who will have a certain answer!
2) the rule of cool generally applies. Make them look *awesome* and you are highly unlikely to have any provblems.
As you say, dont make them confusing - as WYSIWYG as you can. Dont have "these guy are xbows and these guys are spears" if they both look the same...

As long as its WYSIWYG, yes a TO will allow it. I have my skaven army modelled using a lot of conversions.
Ratogres build from mega armoured orks. Plaguemonks as stand ins for clanrats with light armor shield modelled on the. And the slowly developed abomination build using a steam tank. Yes you are not the first person to work towards the "Under" Empire. Its been done before, it usually is an easy stand in as skaven have cannons, clan rats are almost an identical statline to most humans.

You should be ok, especially when it truly looks good.
One thing that can help is if you incorporate themes from the army whose list you're using. So go for a puffy sleeve here or there, model rats with knight helmets on, introduce bright colourschemes, use feathers. In essence, make them a bit 'Empire-y' and everything should be fine.
Btw, the guys at www.warhammer-empire would love to see this army come to fruition. Maybe you can make a contribution on the modelling page with a nice blog. Of course, you've got to take into account that you'll be told a lot that your ratmen don't really exist!
