In the war gear selection for the veteran squad it says the sgt can swap his close combat weapon and/or laspistol for the following

The Vet Sgt can Never have a Shot gun, he does not have the requisite Lasgun to swap for it.

Yes as he has two weapons that can be traded for any of the other weapons.

He could actually take 2 shot guns(could still only fire 1 at a time but he could take 2.)

Yes, he can replace one for a shotgun and then the other for something else (or another Shotgun).

so would 2 shotguns make it twin linked? or assault 4?
