Grease the right palms, have the right people look the other way, or find and exploit the mortal weaknesses of the government machinery and you can easily invest yourself into the heart of the target you wish to extract information from.

But espionage was what they were trained for and knowing who to talk to and what to obtain and where to get it had kept them off the radar for some time. They eventually got caught of course. But to go undetected for any length of time has alot to do with a combination of their skill and the government's lack of intervention for various different reasons that I am sure the FBI will not want to elaborate on.

It kept them from arrest for some time. We have no idea how long they operated unbeknownst to the relevant agencies.

We have all seen James Bond and the Bourne series and maybe read a few spy novels...we all know how it works......
Anyway, read up about Roger Hollis, former head of MI-5. It will never be known if he was a soviet agent or not. If he was it proves that with the right connections and level of intelligence you can accomplish anything under the noses of people sworn to hunt you down.
