I've been thinking about this for a while, how cool rules would be for a captain of the 9th company (devastators)..

his stat line would be identical to a normal captain, say his points cost at around 150, for a chainsword + bolter. his wargear options would include all standard captain weapons, plus this section -

the captain may exchange both his chainsword and bolter for any of the following-
heavy bolter with hellfire rounds - 20 points
lascannon - 30 points
multi-melta - 20 points
missile launcher- 20 points
plasma cannon- 25 points

the captain may exchange his bolter for any of the following-
plasma gun - 10 points
melta gun - 10 points
bolter with sternguard issue special ammo- 10 points
combi-bolter with sternguard issue special ammo - 20 points
storm bolter - 5 points

He would also come with the following rules:

Combat Tactics - Relentless advance: All units in your army must exchange the combat tactics special rule for the relentless special rule.

Hold the line! - All devastators units count as scoring units, though they still take a heavy support slot.

Basically, this guy would make a footslogging marine army viable, I think... plus devastators would actually see the light of day. opinions?

After the orbital strikes, Thunderhawk bombardments, Whirlwinds, Vindicators, fusion and starfire and finally Battle Brothers with flamers had finished cleansing the world of all the enemies of Man, we built a monastery in the center of the largest, most radioactive impact crater. We named the planet "Tranquility", for it was very quiet now.

Giving everyone in the army relentless would be massively OP.
The weapon options are ok but he can't get any decent cc weapons so you should probably let him have those options.

I would give him a Signum that affects multiple units at once.

Reasonable special rules could be:
1. Devastators are scoring.
2. His squad has relentless.
3. He may pick one squad in range to let split fire for the turn.

I would probably go with 1 and 2.

Pretty much. A whole army as relentless (4 heavy weapons that can move 6" a turn, in one squad?), or Tacs who can move 6" and then fire 24"?

No. There is no reason the Devastator company should be able to use Dev squads in a different manner than the other companies...there are just more of them. Allow Devs to be taken as Troops and Heavies (heavy slots taken by the first 3 squads.)

How about Tactical Advance instead of Relentless Assault.
Tactical Advance: A unit can choose to gain slow and purposeful, however, they get -1bs for the turn. Signums or other bs modifiers can not be used by that squad.

...or just allow a total of 9 Devastator squads (first 3 taken as Heavy, all others as Troops.)
They don't have to fight differently, there are just more of them in that company.
