Planets pay tithes in the form of men/woman or supplies to the imperium. Do Space Marines Chapter's planets have to pay tithes or do they get to use the resources as they wish?

Chapters tithe 5% of their gene seed.
Established planets such as Macragge probably tithe Imperial Guard. Tithing represents the return the planet pays for Imperial investment. As many chapter planets are death or feral worlds, they may not recieve a lot of support from the Imperium, hence they are not tithed as much.

Planets tithe grades are probably based on things like population density/size, technology level, military presence, location etc.
Space Marine worlds/Chapter bases arent tithed because they are Astartes, and because their 'tithe' is their Gene-seed.

It should be noted that while chapter homewolds are not required to tithe soldiers to the Imperial Guard (because of the aforementioned geneseed tithe) some chapter worlds still raise forces for the Imperial Guard anyway. I know for a fact that Ultramar does. See the poll regarding the Ultramar Defense Auxilia in this same section for a little more info on that.

As said before a planet tithe is dependent on what it does etc.
Some planets are useful in where they are or what they do they don't have a tith outside of exporting tech or resources because the population or reasources are so valuable.
Space Marine chapter planets are valuable because they have a space marine chapter on them so they only take gene-seed for testing and making new chapters.

Planets that offer candidates for SM armies still can raise Imperial Guard armies.
Some of these are rejected hopefuls. They aren't good enough to be a marine so they join the guard.
Although some chapters, DA especially, can kill applicants that don't make the grade. Save them the shame of wearing bath robes to battle.
