it states that all deepstrikers attempting to deep strike within 6" roll 4d6 rather than 2d6.
decent of angels IIRC is reduces scatter by 1d6.
therefore within 6" of a Storm you scatter 3d6.
The real question is how does Dante+Crew interact with the Storm.
For that I would say Dante Gets his no scatter because it is not via wargear but his own special ability; and the jamming beacon only effects wargear.
