I haven't used magnets yet and for this instance it seems like magnets are not needed since the CML literally sits on the terminator. Is there some kind of putty or whatever that you guys could recommend to help keep the CML from falling off during a game yet easily allows me to take it off when I don't want to field it?

Use magnets. You'll probably have to drill into both the terminator and CML, but it'll be worth it. Or you could file into that top back plate and put it there.
There's also pinning it. Drill a small hole, stick in some brass rod (or a paper clip), then drill another hole on the CML. Then you just stick the CML on top of it.

Excuse my ignorance, but won't pinning leave a rod sticking straight up out of the terminator back when I am not using the CML?

Ah here we go. Something that does not require drilling or any holes or rods or anything. If this stuff keeps the CML from slipping off and doesn't strip off paint, I think we've found a winner.
I wonder if something like play-doh would even work or any other putty/clay type stuff. It probably would, right? Just need to know which ones are paint friendly.

Play-doh will not work cause its not adhesive, be warned blutac will leave an oily residue that might stain your paint, i would personaly go with magnets for everything cml and arms on your termies.

I magnetized mine and it works like a charm. It's not much work to do, 2x 2mm magnets on both sides works fine.
