Realistically, you can't see much of a person's eyes when they're as small as a 40K model. You can just paint them black, and that looks fine.
However, people like to be able to see the whites. This can be tricky to do without making the model look surprised, but if you do it right, you can add some personality, convey that he's looking in a given direction, etc.
The way I do an eye with whites is to fill it in black, roughly an oval shape, then put a white dot on either side of the oval. Use a small brush, or even the tip of a sharp object like a toothpick or knife, so the dot is very, very small.
Sometimes you overdo the white, then just clean up with more black. You may find it easier to go black, white inner, black over that for the pupil.
Just practice from there.

Phryxis is right. I prefer the black, white, black method.
Dark brown may work better than black -- you can experiment.
The thing to remember is that a normal eye has the upper lid partly covering the iris. You don't see people with round irises in the middle of the white sclera unless they are staring madly. So never do a dot of black in the middle of the white.

I've used the lotsa white with small black dot in the middle to great effect on my battle crazed marines. But it only works on a screaming face, otherwise it tends to look scared or surprised.

I paint the eye white, add a black dot in the middle, then use flesh (or whatever color the face is) to "scalp" the top of the eye and knock off the rounded top.
It works pretty well, but it's easy to bugger up and I've been known to redo an eye 3-4 times. Sometimes the geography/sculpt of the face makes it easy.

When painting the face, leave the eyes black. Afterwards, take the tiniest brush you can and paint the sides of the eyes with white or Dheneb Stone. This keeps you from getting a really tiny white pupil as opposed to a nice, full pupil. It's why these models have pretty strong faces:
