your numbers are way off. Just to begin with, you pay an extra 10 points for the mandatory 'sarge' guy in the tac squads. Also there is no reason at all not to take the special weapon free you get handed if you have 10 guys, you get a heavy and a special... FREE! It kind of makes up for having to pay for sarge in the base unit cost.
Regarding your dev's... don't mix lascan with heavy-B since their targets will be incompatable to the style of shooting the weapon has. Whats the point of shooting 2 lascans at a horde or orks or shooting 2 HB at a tank?

take down the number of terminator to 5, 2 units and a dread. unless your walking the termi, keep them small units. deepstriking 10 guys with those bases may seem good on paper, but in reality it isnt that effective. Youll up chances of a deep striking mishap

HQ grab a Chaplain or Librarian, They will probably help more then a Captain with just a power weapon and you bump them up to have terminator armour as well. Your number are mixed up you might want to see if you have to newest codex to fix that problem.

It doesn't say in the codex anywere the the Sgt cost 10 points more maybe I'm looking in the wrong place. Also I don't have any more flamers that is why I don't have them

The base cost of a marine is xx points (sorry can't post numbers). When the xx is multiplied by 5 for the total squad cost for the basic sarge + 4 marines... you will find that there is an extra 10 points added on, with the only difference is that one of them is 'sarge', so that 10 points is for 'sarge' just written into the basic squad cost. Then you add extra marines for xx points.

hope that makes more sense let me know what you think alot of this is bassed on what i have i still have 1 dread about 3 hq a tech marine and 1 scout squad and 19 tac marines...
planing on splitting the terminators in to 4 5 man teams since i heard you could do that and keeping 10 back with the devestator squads with 4 auto cannons. and walking the tac marines and 10 other terminators foward. also i dont have 2 more lascanons other wise i would go that route, and take out the heavy bolters.. i wanted to use scouts with snipers but i think the devastator squad will work better... i dont have a chaplain or librarian, plus dont know how they work i hope my numbers make sense now, i do have the lattest codex.

Yeah a 10 man tac squad is 170 base. 90 for sergeant + 4 normal marines 80 for 5 more normal marines.
That many las cannons seems like a bit of overkill to me unless you think you'll be playing a lot of armor heavy lists.
For your terminators you might consider using 1 cyclone and 1 assault cannon. Cyclones are fairly versatile against troops and can take out a vehicle in a pinch plus you can fire the 2 missiles and the storm bolter.
Scouts with sniper rifles and camo cloaks are a decent ranged unit. Hit and wound on 4+ the rifles can rend and pin, if they are in the right cover with a camo cloak on their cover save is good. They're also fairly cheap points wise.
You should probably consider looking up a librarian. In most cases they bring a lot more to the table than a captain with the psychic powers and such.

FYI it is against the rules to post specific point values, I think you can post the total for the unit however not sure. If I may suggest, since you are new start with a smaller list. I would go no higher than 1000 points. This will give you a solid basis for any future list you build. Try it out and go from there

Chaplains and Librarians are support HQ's. They are not supposed to steamroll over say an Ork Warboss with a PK.
Their job is to make the rest of your army more powerful.
Stick a Chaplain with termies and there will be little left standing if you get the charge.
As for the Librarian, one of the most useful powers is Null Zone. It makes very durable units (TH/SS termies etc.) into NOT so durable, or at the very least, much squishier.
Mathhammer Time
Say a unit of TH/SS termies had to make an invul.
Normally the chances of them failing is only 33%.
With Null Zone, the chances of failure jumps to 55%
On a side note, drop the LC on your devs. they're horribly overpriced.
Get Missile Launchers instead, it's cheap and flexible with its frag and krak missiles.
And on another note, if your going to give the captain a power weapon, go for the relic blade. It may be double the cost of the power weapon, but the S6 means that he will rip through pretty much any infantry and it also means he'll put up a good fight versus say a DP or a Carnifex

The best load out for a captain is a relic blade and a storm shield. Some people go for the artificer armor, but when he is in a unit of termies or a command squad then you can allocate wounds somewhere else. Besides, most saves a captain will make will probably be invuln saves.

I still think a Librarian is points-for-power, the most valuable HQ you can get. Even if just for the psychic hood he gets 2 solid powers (mostly offensive) and can trump enemy psykers, and costs less than the walking beatstick captain guy. Give me a force axe over a relic blade any day, add on the hood, the choice of crazy cool powers like Vortex, Null, Smite... and all of this with no upgrade cost.

Though I typically make mine very expensive by making him an Epistolary and giving him termie armor and a SS.
He costs a lot more then he probably should, but he and his unit receive a lot more dakka then they deserve.
But casting Null Zone then Vortex of Doom before assaulting is a pretty sure way of reducing a lot of units to nothing but dust.

I dont play regular space marines, but i do play deathwing and black templars, from my lists i always try to run librarians if im playing defensively, or chaplains if im playing offensively.
Just my opinion.

You're probably better off just getting two base librarians and hiding them in squads than dumping all those points into an Epistolary upgrade.
