So this is a 1000pt list i'm thinking of buying. Tell me what you think and any changes you'd suggest!

So the libby is a kinda for fun. He will go in reserve then bust in and vortex the best target. Also with GOI in objective games he can jump a combat squad onto an objective late game. The 2 dreads are for some solid anti light armour, and not too bad for troop killing after the armour is gone. The vindi is for those pesky horde armies, and really andthing I feel like shooting it at since its s10 ap1. The 2 tack squads are set up to either stay in cover in a kil points game or combat squad in an objective game. The razorbacks are for more anti infantry and I got them since their 5pts more then a rhino, also the HKM were pts left over so I gave them some anti armour. Thats my sum up what I plan on using my units for. Thaks for having a look.Hunter-Killer Missile (p99 40k 5th) One Shot Per Game

Using GateoI is silly when he has a JP. Plus, GoI will hinder his ability to assault, and you want your libbies to assault. Perhaps a JP and Avenger for a power?

LasCans are largely out of favor for many reasons:
1. Too many Cover Saves in 5e hamper their long range effectiveness compared to the ....
2. MultiMelta: MMs cost your squad no points, and are superior to the LasCan ,as they get used in closer quarters, to eliminate the above mentioned Cover Saves.
3. Missile Launcher templates are actually okay anti-I with 5e's template rules. And the ML doesn't cost points.

The Reserve Strategy is really silly. Start him on the table, and then use the two powers, but you may as well toss the if you plan to use both powers like this.

**If you really want something good, go 2 Vins. Equip with blades, as they'll need to move to eliminate Cover Saves and not get stuck (the Siege Shield is a bit much). Hardier than the dreads, with better fire power. 3 Vins will really be a great psychological tool against a player. 3 dreads? not so much.

Lost in the warp while searching for a new codex

A lone Libby witha Jump pack is a horrible idea. With VoD even more so, he must remain stationary to be able to use it since its heavy...Remove the Jump pack and stick him with a tactical squad.

Drop the HK missiles on the RBs. PFs on 5 man tactical squads is a complete and utter waste of points.

While lascannon might not be the best wepon it is certainly better than a MM in a tactical squad. MM can work as an area of denial weapon but it does not work as an offencive weapon. At the most take one MM. Missile launcher is however the best weapon since its flexible, long ranged an free.

I would try something like this:

HQ:
Libby = 100

Troops:
10xTacticals (ML+Flamer) = 170 (Stick Libby with Avenger here)
RB = 40

10xTacticals (ML+Melta gun+Combi Melta) = 185 (Mobile AT)
Rhino = 35

Elites:
Dread (2xTLAC) = 125

Dread (TLAC) = 115 (Save pts and keep some HtH punch)

Heavy:
2x Vindicator (Blades) = 240 (siege shield is not worth the pts but blades can be a good idea if you play with alot of terrain otherwise dump them for a combi flamer in t

he RB squad)
