I actually think that with spears and a large unit, skeletons can do some damage. They're S3, so no different from most troops, and using the helm of command they'll hit most things on 3+. They only need to do enough casualties to remove stubborn from the enemy, and then you can follow up with something like a varghulf or wraiths to break them.
Skeletons suck in combat, it's a fact. But here's the truth of it - skeletons can come back. The enemy can't. So long as you kill some of them, and you resurrect what they kill of yours, you should do alright.
Note: Users of the lore of life CAN resurrect their troops, so keep your dispel dice ready!
