I remember in previous editions it clearly stated that a model could not get an extra attack for having two close combat weapons if riding a bike as it needed one hand to control the bike. In fact, IIRC it was a special rule of the White Scars that allowed them to have the unique distinction of being able to attack with two weapons in assaults while still controlling the bike (the rule was called "Born in the Saddle" I believe). However, I have not been able to find such a rule in 5th edition. Does this mean that characters (Captains, Chapter Masters, Librarians, Chaplains) riding a bike will get an extra attack for having an additional close combat weapon? The entry in the codex simply says "If Terminator armour is not chosen, may have one of the following..." with a bike being one of those options, which leads me to believe that, despite previous editions, a character riding a bike can attack with two weapons.

Is there a rule somewhere about this that I may have missed? I did not find any mention of this in the rulebook or the space marine codex.

yes, you get the extra CC attack. Its actually been this way since 4th ed. Nothing specifically disallows it. Remember that you follow the rules for having an extra CC weapon until something specifically mentions not too (i.e. tyranids). The rules for bikes and cavalry have no restrictions and haven't since last edition. To further reinforce this, the latest DE faq re-wrote their entry for a DE bike and specifically took away the wording restricting having an extra CC weapon.

Deep Fryer of Mount Doom

another change that was a bit of a suprise for me (i played 3rd and skipped 4th) was that bikes give relentless to the rider. in the past, only specific bike-mounted weapons got to move and fire as stationary but not ALL the weapons on the model get it.
