It states he may be given any equipment form the armory.

Is this for free? So he can have a relic, a grimoire, a scroll, an icon, an incense, a targeter and the kitchen sink all for free?

...No. He can have equipment from the armoury subject to the rules for the wargear, one of which is it's Points cost and the limit of wargear you can give him as per the rules of the Armoury.
