Just a quick question on a subject I find ambiguous.

Can a character that can only be armed with light armour in its profile take magical heavy armour? For example, a Goblin Big Boss can only take light armour, but can it be armed with the Armour of Destiny (heavy armour, 4+ ward save)?

I had the same question regarding Skaven Assassins who get no armor options.

I cannot find anything in the magic items section that would prevent them from taking armor as long as it doesn't go beyond the points limit they can equip.

The only restriction I see is preventing wizards from wearing armor and casting unless its part of their base equipment (Chaos Sorcerors).

Yep, if a model can take/already has armour regularly, then they can take magic armour (any).

The converse would mean that WoC cannot take the armour, as they wear chaos armour, not heavy armour, which is silly.

Yep, you can take any armour you like, as long as yor are not a wizard when you need to be able to take normal armour first.

So if you are not a wizard you can take magic armour of any type.

And remember, on a Role Playing note, Often Magical Arms and Armor are lighter then their mundane counterparts.
