I don't see it. are you asking because someone claimed you couldn't? maybe they were comparing it to an Ork Burner and it's inability to be used at range and close combat. otherwise I see no logical reason why you couldn't use it for both in one turn.

Yup, as above - you CAN use it both shooting and in close combat.

Actually, in the previous codex you could only do one or the other. However, they have now realized that soft, chewy Eldar should be able to use it both ways.
