I'll get straight to the point:
I think that a sternguard squad coupled with a librarian with GOI would work really well because the sternguard could get where they were most needed with their special ammunition. I'm racking my brains to think of a reason why this wouldn't work very well because no one uses this technique in their battle reps (not that I've seen anyway).
Has anyone tried doing this before? Did it work well?

Well, first off its costs quite a few points. Sternguard and a character comes to a hefty total depending on how you outfit the sternguard. Secondly the special ammo isn't really the reason why people take them, its the fact unlike most SM squads, they can take 2 special weapons and in addition can bring a bunch of combi weapons. So many players use them as drop pod tank hunting. After they use up their combi weapons, they don't have nearly as much fire power. Since they are usually in very short quarters when they come in, and aren't especially good in CC (even with upgrades) they tend to get shot up and assaulted before they can be used again.
Many times they act as a burst of firepower, and then a mildly distracting threat in the backfield. (one that should be dealt with, but not particularly hard to take out). I too thought it would be fun to pod them in, fire away, when getting assaulted, teleport back (assuming you survive their turn) somewhere safer and repeat. Too expensive and not reliable IMHO. I wonder if a beacon would make the difference? Probably not since I haven't had much luck keeping them intact enough for a turn after they come in.

Maybe if their just started in your deployment zone? You could look on the libby as a kind of swap for a DT, makes the cost a little bit more justifiable and tankhunting is easier when you teleport from 24 inches away, no?
And using GOI is fun to use as well  ?

Sternguard are used one of 2 ways usually. Drop pod with melta's for some tank hunting. Ussually this involves a suicide mission on the sternguards part, or the other is as a replacement with tactical marines with Pedro Kantor in your army.

I have a list that runs two Pods full of Sternguard with Combi-Meltas, one with Pedro, one with Librarian.
The Librarian with GOI is nice as he does two big things:
1) He can rescue the squad from the inevitable CC death that will follow them smoking something...
2) He can let you "re-drop" on something else in the situations where the enemy spaces his Melta-targets out.
He's a bit of a Feeb himself, but with 30 point Sternguard being saved by his actions, he pays back his cost pretty quick.

I still think that you could do the same job for less points just by using land speeder squadrens for example. Plus to many armies can nullify your psi abilities.

Pah, switch the libby with Lysander and you have a threat. Not a mobile threat, but 10 Stern and Lysander in a pod is a visious first turn hit. Reroll to hit and use hellfire rounds. And if anyone assaults you afterwards, Lysander bashes their face in.

If you've ever had 10 space marines wiped off the table in one round of shooting you know how fragile they can be without cover saves or transports. Most armies have ways around your 3+ save and if your constantly deep striking its likely that you will have slightly buffed marines stranded out in the open and in pie plate formation every turn you use that power even worse were talking about a unit running at a minimum of 350 points that can be whittled down to <50% by two typhoons. Constantly trying to drop into rapid fire range with out locater beacons runs a decent risk of misshap/not being in rapid fire range.

Also the extra fun of perils of the warp, landing in difficult terrain that automatically gets treated as dangerous and an opposing psychic hood shutting your plan down completely for a turn the list of drawbacks just keeps growing. Furthermore you don't need GoI to get out of combat because you already have built in combat tactics for free for that purpose.

Don't forget that every time your Sternguard and your Librarian Gate and Scatter(at all) you Lose a member of the Squad(no wounds caused so no Save possible, he is just gone). That is 2/3 of the time you lose a 25+ point Model, spaced out over roughly 6 turns means you will lose about 100 points and 2/5-4/5 of your sternguard unit. That is definitely NOT saving those models through the librarian's actions.

Lots of valid points. Sternguard are usually in the pods for a sure thing, and if they get to stick around for more, then great. If you use Kantor, then they can drop in and camp objectives. I think the OPs idea seems really fun though. If it can get pulled off.
