Any suggestions on traitor guard that are cost effective i was thinking zombie kit, with catachan, and pig iron and candians, maybe thow in a few ghouls any suggestions on how to make it chaosy?

That rather depends on what you want your traitor guard to be. If you want to align with one particular God than think about what makes it special and aim for bits in that direction. If you mix and match cadians with zombie/ghoul bits you can quite easily make nurglish guards. On the other hand if you add spikes, chains and skulls to catachans you could get striking khorne-guards.
Slaanesh and tzeentch migth be trickier but some nudity and leather for S and maybe mutations and wings for T?

If all you want to do is paint Chaos stars on your Guardsmen's shoulderpads, that's all you'll need. I'd say you could start with the Chaos Marauder kit, mix that with Catachans, Cadians, and what have you, and you should be good to go. If you wanted to go Nurgle, then you could bring in the zombie and ghoul parts. On top of all this, you could make excellent rough riders from Chaos Marauder horsemen.

sweet cause i have a bunch of marauder bit's WoC
maybe put a few of thewarriors heads on them and use Woc bodies for storm troopers

A friend of mine modelled up a heretic army based on the army list in the witch hunters book and used a lot of marauder and catachan parts mixed in with the cadians and they looked pretty good if you're after a fast anmd easy kitbashing answer to the dilemma
