Banshees will go in the serpent as well as the farseer. fire dragons in the falcon. basically fire dragons and banshees are going to support each other by sticking together. the 4 jetbikes will be used as distractions aka sacraficed  for example if im aiming to kill a squad of termies il quickly assualt them giving my banshees and fire dragons time to get their and finish them off basicly pick the opponents most threating unit to my army and pick it off quick the rest of the list is self explanatory.
Please give me your thoughts and suggestions

Your foot troop avengers and guardians are going to get rolled up pretty quickly if you arent careful.
Your best best is going to be holding them in reserve and hoping they walk on later in the game, after your Farseer and Banshees have been delivered into the fight.
I know sometimes the thinking is that foot troops are okay if led by an Avatar, but being fearless means they wont retreat when they all get shot up by the enemy.
You'll find it hard holding objectives in this list unless you can squeeze in a couple more wave serpents for your troops choices.
If you want to run the list with minimal changes for competitiveness, I suggest the following changes.
HQ
Drop the Avatar. He's a solo bug here and pretty much your last footslogger when we finish improvements.

Elites
Banshees - These are fine. Some people prefer Banshees to a seer council.
Fire Dragons - The exarch isnt really required, nor is the firepike. With a transport your dropping them off in melta range anyways, and 5 melta shots will almost always destroy a vehicle or render it useless. So dropping the pike and the exarch saves you more points for waveserpents or something more useful.
(Gain 36 points.)
Troops
Dire Avengers - This is plenty fine. Make sure this squad is objective camping.
Guardians - Here's where we might make a larger scale change. Guardians are fine en masse shooting, so if you want to reserve them and walk them on later thats okay, but consider reducing their numbers to 12, ditching the platform, and running them as storm guardians so they can sit in a Wave Serpent and hold an objective? I'll show you the pricing for that.

Guardian bikes. I see what you are doing here and it's fine, but why not use the 55 points you just saved in guardians for 2 more jetbikes, bringing the squad to 6?

Heavy Support
Dark Reapers - These are fine, just be careful how you use them and where you put them. Str 5 is good, and theres a lot of shots, but they crumple easily with only T3.
Falcon - Most people hate em, and I tend to agree, but if you want to run one for the transport uses, thats fine. Keep in mind Falcons are made to fire from range, and you dont have spirit stones or holo fields, so you'll be immobilised or stunned and shaken quite easily.
Weve managed to skim a lot of points.( I added in your 2 left over.)
Lets put your storm guardians in a wave serpent for 110 points.
(Wave serpent with TL Catapults, TL Shuriken Cannons, and Spirit Stones.)
Lets put spirit stones on your first wave serpent, so you can make sure your Farseer and your banshees don't get a crew stunned result.
(Making that one the same as the one above. )
Lets spend 53 points on a Jetbike Warlock with Embolden, so you can better pass morale checks and you have a Str 9 weapon against vehicles that can be thrown 12 inches. With this, maybe you have a reason to keep your bikes alive?
I suggest removing the Scatter Laser from the Falcon for 10 more points and replacing it with the cheaper shuriken cannon. Both have the same odds to pop armor and the cannon actually has higher AP.
So here's the list as I recommend it, staying close to your original with added protection at the cost of shooty foot-soldiers who might not make the field of battle, and the cost of Mensha Khaine, who while powerful, was sacrificed for a lot more consistancy and the strengthining of your battle plan. (Banshee + Farseer into enemy units while other forces hold objectives and play defensive.)

Farseer and the Banshees will do a respectable job in melee, but keep in mind they are still T3 with poor armor. Fortune will help, but not as much as you would like. They have power weapons which is great, but they are Strength 3 and will need a high roll against most toughnesses. Make sure you fortune and doom appropriately.
Jetbikes have some antivehicle with the warlock, so getting behind some armor is useful. If the enemy is not mechanized, just them as tougher objective whores. Embolden is good because with a low troop count you can re-roll the certain morale checks coming your way.
Storm guardians should stay in a transport, moving 12 inches every turn for a cover save, and never disembarking unless dire circumstances need a vehicle destroyed. Keep them no further than 24 inches away from an objective at all times. Tank shock when you think it's going to end.
The DAs should be held in reserve, then walked on to sit on an objective as close to you as possible.
The rest should be straightforward.

Falcons are generally over priced. If you aren't taking holofields and a guide seer and using them as long range fire support units, they aren't doing their job. Up close, after moving 12 inches, 1 tl gun on a wave serpent is better than the falcon, and the energy field gives added protection against melta. Drop it for another wave serpent. I'd reccomend the 7 man multi purpose bike squad. It'll save some points (from thunderfrog's varient), and still out put alot of dakka, and be able to keep up with a mostly mech list 6 Gu Bikes + Warlock-2 cannons, spear, destructor (210) You get a heavy flamer or a 12 inch las cannon vs vehicles, 6 s6 shots, and 4 tl shuri cats... makes for quite a fun multi purpose unit. The other variation I've run bikes in is 3 Bikes + Warlock- cannon, spear, embolden (134) Keeps the squads small, hold em in reserve, and use em to chase down tanks, and claim objectives, emoblden helps keem em on the field after taking some losses. Foot slogging Dire Avengers just seems like a bad idea. I'd replace em with either 10 guardians + an eml, or a squad of pathfinders. The EML can provide a small amount of flexible (but inconsistant) long range shooting, and ap4 plasma rounds have thier uses. While pathfinders all have 36 inch range, a 2+ cover save, and ap1 shenanigans, making them a fantastic back field objective unit. Just hope the enemy isn't deep striking flamers, or hitting you with thunderfire cannons! I also agree with thunderfrog that you should put at least one of your troop choices in a wave serpent. Either go with storm guardians (like he suggested), or just toss your avengers into a wave serpent. If you do decide to go with storm guardians I'd recomend 2 flamers over 2 fusion guns. not needing to roll to hit is fantastic with guardians amazing bs3. It also stacks better with the warlock's heavy flamer. I'd also drop the avatar, he isn't as spectacular without eldrad and a host of wraithlords, I'd swap him for as many shuri or scatter walkers you can buy! If I had to propose a list, it would look like this (108) Farseer- spear, doom, witnessing, warding (192) 10 Banshees-exarch, executioner, acrobatic, warshout (110) Wave Serpent- cannon, stones (80) 5 Fire Dragons (110) Wave Serpent- cannon, stones (120) 5 Rangers- Pathfinders (152) 10 Dire Avengers- exarch,2 cats, bladestorm (120) Wave Serpent- eml (210) 6 Bikes + warlock- 2 cannons, spear, destructor (217) 5 Dark Reapers- exarch, eml, fast shot (80) 2 War Walker- 4x shuri Totals 1499.

I think the banshees, while awesome aren't really needed. If you field the Farseer with DOOM and GUIDE and put him and your Dire Avengers into the Serpent you can have an awesome anti-infantry unit. The banshees are good, don't get me wrong but fall easily. Also, some eldar players differ on how to use the Guardian Jetbikes. To me, the Bikers are mostly meant to be kept at low points in a mixed list like this and meant to come in at the later turns of the game and turbo boost to objectives. They are meant to contest or capture objectives and at low points are easily dismissed by the enemy or are a major distraction to them, either way it works in your benefit. Just remember that they are super fragile, so handle with care. I would run a spin on your list as follows. hq: farseer, spirit stones, doom, guide = 120 farseer, spirit stones, doom, guide = 120 elite: fire dragons (5) = 80 wave serpent, TL shuriken cannons = 100 troop: guardian jetbike squad (3) 66, shuriken cannon 10 = 76 guardian jetbike squad (3) = 66 dire avengers (10), exarch, catapults, bladestorm = 152 dire avengers (10), exarch, catapults, bladestorm = 152 wave serpent, TL shuriken cannons = 100 wave serpent, TL shuriken cannons = 100 heavy support: dark reapers (5), exarch, eml, fast shot = 217 - I would rather use Prisms here dark reapers (5), exarch, eml, fast shot = 217 Total: 1500 points Models: 46 Pts/Model: 32.6 Its still kind of footsloggy with those dark reapers in there but you are also really fast and majorly aggressive. I own 2 units of Reapers, but they are barely used. I would try and pick up 2 Fire Prisms very soon! You get a lot more bang for your buck just by making subtle changes like the weapons load out on your dire avengers. The DAVU with the farseers can scrap most units they come up against if kitted properly (looking at you TH/SS Termies...). All in all, the eldar are a finesse army. Not a giant rock like the SM's or Imp Guard. Its mostly about maneuvering around the bad stuff that you don't want to fight and take out the weaker sections first. If this army touches CC, its mostly finished. Don't get locked down.

Pretty solid list, but from past experience (e.g Guardians being slaughtered) I would instead use their points on either Dire Avengers (just a few points more each, and in my opinion far better) or Guardian Jetbikes. I reckon you could do with some more hard hitting firepower or possibly CC units. Fire Prisms are always a safe choice, or if you'd prefer to have a unit good at CC, a wraithlord is always a good addition to an Eldar force. If you decide on Dire Avengers, try bladestorming whilst Guided by your Farseer, and Doom your target.
