Just what can a GKGM do and not do? IIRC there's always a GM in the Council of Terra, but what else can they do? Do they have the same authority as inquisitors, i.e. the ability to tell anyone what to do?

Most SM chapters would do as requested from the reputation of the GK (yeah they are pretty secret but a few chapter masters must know of them)
Other than that i don't really know.

They are Space marines. they have the Highest Authority.
add in the Fear that accompanies the Inquisition and you get some of the most influencial individuals.
But they only ever use that power to go after deamons.

About the same as Chapter Masters from normal chapters I believe.
Which is not a mean feat, considering that a Grand Master is the GK equivalent of a Captain.

A GKGM showing up means youre in trouble. As only the most dire situiation may draw him from their fortress.
In this situation, a GKGM can demand to follow his orders. He is entitled to have his marines cleanse and purify your little warp-loving cult.
But GK don't care for daily life. Don't care for politics or any threat not demonic enough to deserve their attention.
The Authority would be in use if there are warp-rifts with demons pouring out, if there are cults practicing rituals to summon demons,
but why should they have authority outside their specific duty?
