I mostly do 40k but recently me and a friend have seen a few battle of WOTR and have decided to get WOTR army each we have gone 1 good guy 1 evil and i'm the evil guy i got the rulebook and have decided to go with Isenguard and here is my list tell me what you think and how i could improve it.

This is ymy 2000 point list i hope to reach we are going to play a few battles before we get to this point but i would like to know if this is a decent list to run.

re-shuffle your points for a few scouts at 3 companies instead of the 4x on phalanx.
the cheaper scouts are still solid. The armor on any U-H unit surprises Good players.

Plus you should put some captains and banners in there.
If you have a captain, it saves Lurtz from spending Might before he charges.

I have also found 2x companies for Phalanx to work well.
They hold up to being charged, and sticking a Captain in there helps balance vs. the Good heroes.

I would drop Gollum for a Captain, maybe Grima as well. But I think Grima could be interesting.

Just for cost consideration, the X-bows may be a bit much. Vrasku's are worth it though.
Remember that elves out-range you by a foot.

I have changed a few bits and put some captains and banner bearers in and a few drummers to get things moving faster.
