Covers most of his background, if you want to read more "first hand" stuff then I'd suggest checking out the BL novels "Fulgrim" , "Red Fury" and "Black Tide".
He generally doesn't have troops of his own per se, he tends to work for hire, so to speak, and enhances others troops.
So really you can have and paint up pretty much what you want.
Hope that's of some help.

I was just reading the Lexicanum article and it states that Bile was around during the Heresy. Does this mean that it he and a few other Chaos Marines such as Abaddon and Lucius are the oldest living humans that have not been implanted into a Dreadnought?

Time is different in the Eye of Terror, what might of been 10000 years for those outside the eye, it could of only been decades to those trapped within it. Depending where abouts of the Eye they were. So yes Bile is one of the oldest living humans, but it might not feel like that for him due to time distortion.

On a tangent, I wonder if Fabius Bile would create a female Space Marine just so that the chaos gods could feed off of the anger and angst that this would cause in the fanboys.

Yes, as a matter of fact, Ahriman fought alongside the Emperor of Mankind during the Unification Wars on earth.
You'd think this would consitute Eternal Warrior... go figure...

Fabias Bile probably would not do this (Actually his demeanor in the novels tends to have the air of an almost 'homosexual' if not 'strangely eccentric' attitude, almost like "Prince") but thats not to say Tzeentch or Slaanesh would not/have not done so already.
Wait... what am I saying... Tzeentch never would. Cause Female Chosen would never make sense. ( to my fellow W:AR players)

His fan nickname "Fabulous Bile" was not given without reason.

From the pictures and GW models, it appears he has black and red power armor under the coat.
Emperors Children were purple with gold trim in the pre-heresy days. And as Reds8n says, he modifies tons of different warriors, so you could put him in a Red Corsairs or Black Legion army. (Black Legion wouldn't make sense, though, because isn't Fabius one of the ones who stole Horus' body and tried cloning it? Correct me if I'm wrong, please!)

Incorrect, contrary to the point, Bile was not involved in the stealing of Horus' body. That was the Emperor's Children legion.
He was also the Chief Apothacary of the ECs pre-heresy, he left earth during the Siege of Terra after him and his renegades murdered millions and used the captives to create drugs of pleasure. It actually is because of this that Fabius Bile was Slaanesh's original "Preferred Chosen" (See: Ahriman, Kharn, Typhus and Lucius) however when he left Terra he also left the Emperor's Children, making him and his renegades a "Sub-chapter" of mercenaries whom have no true legion (but instead work for Anyone who would pay enough)
While the apoc datasheet for Emperor's Children Warcoven does allow for Fabius Bile to be taken as the "Primary leader" this is actually a contrary to fluff (if taken in direct context). Bile left the Children, and in doing so, renouced Slaanesh. This angered Slaanesh's followers so strictly between the Emperor's Children and Fabius, there is quite the bitter feud. However, if you were to 'twist' the data sheet to instead be a "Fabius Bile Detatchment" this would fall perfectly in line with fluff, however the noise marines/ anything with a "Mark of Slaanesh" would infact be "Counts-as Fabius Bile's Drugs".
Effective it works like this... Fabius used to be an EC, and Slaanesh loved him... Fabius turned tail and called Slaanesh a loser, Slaanesh looked for a new 'teachers pet' and chose Lucius.
So as a side note, the next time you see someone fielding an army with Lucius and Fabius, slap them in the face with the Knowledge of the Black Library and tell them to LEARN THEIR FLUFF! (unless they are simply doing it to powergame... <but I don't see how this combo would be powergaming...> in which case, fluff doesn't really matter.)

Its from Various BL publications and different versions of Codex: Chaos Space Marine etc
He is not a worshiper of Slaanesh. I will try to answer both your final questions in the same sentence;
He did not want to worship Slaanesh as he cared more about the "Advancement of his scientific experiments then the will of the god of pleasure", since the EC went to worship Slaanesh, he had to leave them in order to continue his work.
