I keep hearing that units that move randomly such as spawns and HPAs do not allow charge reactions in 8th. Where is this rule in the rulebook? What is the rationale? Cant find it currently.

If a Random Move model gets in contact with a unit the unit can only hold.
Presumably the rationale is that they're not anticipating it such that all they can do is defend themselves against something that suddenly popped up right next to them.

As a side note, the new random movement rules maybe helps explain some of the bewildering lack of clarity surrounding the doomwheel's rules under 7th.

Heres another question along the same lines.
Are compulsory moves mandatory? For instance, could I opt not to move a spawn or a doomwheel, even though they make movements in the compulsory movement step, or do they HAVE to move?

While I am not sure what the rules say about it, I would think that you would have to make compulsory moves.
Compulsory, by definition, means something you are compelled (required) to do.

The language in the description is going to be pretty clear about that Caboose.
Check out the spawn move.
If the rules are: pick a direction, roll the dice, move the model up to the distance rolled, then the answer is clearly that you don't have to move any of that distance.
If the rules are: pick a direction, roll the dice, move the model the full distance rolled... the opposite is true.
