I was wondering cause my friends and i have recently decided to go strictly by the rules, I am an eldar fan, they are fantastic, especially the phoenix lords, idk why i just love them. But anyways this is a question about the Wraithlord...
1. How many weapons can he wield at once, i have seen pictures online showing him having 2 on his shoulders, a wraithsword, and then also a missile launcher/starcannon in his other arm.. going by the rules is that legit, as long as you pay for all the weapons?
2. Also if you have 2 of the same weapon, for instance on a warwalker, 2 bright lances on his weapon mounts do they have to be twin linked?

a wraith lord can have a max of 4 weapons...a mix 2 free flamers/shuriken catapult equiped on its arms then you have 2 other weapon options. and yes if you have 2 of the same heavy weapons they are twin linked...however you were incorrect in utilizing the warwalker as they can have 2 of the same weapon but are not twin linked nor have the option to be twin linked
i would take a look at the eldar codex as this question could have been answered by looking there and can prevent alot of confusion about army choices

I did look, it doesn't necessarily say how many weapons you can choose, it says may have one, but does that mean it cant have more than one.

pg 66. wraithlord entry gives wargear options and requirements and indicates how many weapons you can take

1) A model may have as many weapons as his codex lets him buy. WLs being MCs they can still only fire two ranged weapons, no matter that they could have as many as four.
2) Your codex tells you this. No BRB rule says weapons become Twinlinked automatically, the entry for buying the guns has to state it does.

Wraithlords may take:
2 'heavy' weapons (If you take two of the same, they become twin linked by the wraithlord's rules)
1 heavy weapon AND a wraithsword.
0 heavy weapons and a Wraithsword.
PLUS
TWO flamers OR Shuriken catapults (Neither set of these are twin-linked).
The War walker is a different case. It may take two of the same heavy weapon and they are not twin-linked as it does not have the rule that the wraithlord has which makes them so.

Certain units have rules to that effect, but it's not a blanket rule that applies to everything.
