i really want to make one just for the laughs, but has anyone ever made or seen one? if so was it any good or just silly?

I haven't... But I heard they can include Beastmen, which I think sounds awesome.

I saw one that was display-only. It was a true Cadian army, including fluffy uniforms for the conscripts.

The problem with conscripts is that there is just too much required in making them go from awful to just bad. You need a Commissar Lord for which one, which limits you to taking only two conscript squads, and then there is the question of what you're going to do with them. You don't have a CCS now, so your orders are severely limited. They're only BS2, which means that if you get within 12", not lose ANYTHING, AND get FRFSRF off, those 50 lasguns you bought get 1 hit for each model fired. Horray, they just did as well as regular infantry in rapid fire range.

My recommendation: 5 Infantry Squads end up being 50 points more, and can take upgrades and Commissars. Give them white helmets and call them your conscripts. March them in and actually cause some damage.

In old 40k fluff, it wasn't uncommon for the Imperial Guard to use mutants and beastmen (also mutants I guess) in conscript and penal legion armies. They were seen unclean in the eyes of the Emperor, so sending them out to die for him seemed like a way to redeem them or something similar. For modeling them, you could just use Beastmen heads on IG bodies, silly as that looks.

The problem with Penal Legion is you can only have one per platoon. In other words, you'd need two squads of line infantry for every conscript mob you have. To really get this army going, you'd need command squads with banners nearby to keep them from breaking, Colonel Chenkov to give them stubborn and "Send in the Next Wave!", and a Lord Commissar or two. Conscripts are really terrible in every single way, and it's conceivable that after taking one casualty in close combat, the entire mob could break morale and get overrun. I advise against more than one squad in an army as anything but a joke. However, you could do a conscript "themed" army, just using regular infantry squads instead of actual conscripts. Just a thought.

well i wasnt planning to play a conscript army with anyone else but friends and stuff. I just wanted that one victory with them so i could lol at my friends face.

Well, that's as good a motivator as any. Considering conscript squads can be up to 50 men, prepare to spend a lot of time and money painting absolute garbage units. Reading your signature though, I think you've got the right frame of mind!
