I realize one of the walker squadrons is a cheapie. I plan on using that squadron to give cover saves to the others. There are 5 Warlocks leading Jetbike Squadrons who have destructor for horde and Singing Spears for armor. Furthermore, the Jetbike Council has 5 more warlocks with spears for more vehicle stabby. Doom and Fortune are here, but I really dont want to spend much time in assault with this list. I plan to start as much reserve as I can and to outflank the Walker Squadrons. Hopefully, if a JBS does get pulled into assault while trying to harry the enemy, there will be another fast moving Squadron or Bike squad nearby to help with the multi assault.
I have a lot of flamer templates and missile templates in this list, especially at the 1750 level, and 10 Str 9 weapons and 1 Str 9 +D6 pen weapon.
I dont know if JBS's are better off playing a couple of huge squads or a lot of smaller ones. I went smaller so I'd have more singing spears on the board. I realize the risk here is losing a couple of bikes and failing a morale check.
This list is 1750 even.
Some things I could do are...
Drop a JBSquadron as they are and add an Avatar of Khaine, who will make my squadrons fearless and give big weapons a target to shoot at.
Drop a Squadron for an Autarch to help with Reserve Rolls.
Make a few squads out of the big squads I have, then recycle those warlocks over to my Farseer Council. The pro there is more locks in council. The con is loss of a few Str 6 Shuriken Cannons and loss of unit versatility, as all my spears will be clumped together. Sadly, no matter how BAMF a seer council is, they can only kill one unit a turn.

A few things strike me as "WHAT?!" when I look at this list.
Spirit stones are going to be a little over the top, ditch 'em for ninety points.
Scatter laser and EML? Stick with one, I use scatter lasers every game, after learning the hard way EML are a poor alternative. Have two squadrons of scatter lasers, and one with EML if you really like must, if you haven't used them, and they struck you as a good deal... stick with scatters.
Get an embolden, and three destructors on the council.
Use the rest of the points to add more warlocks on bikes.
???
Profit! (Enjoy)
Spirit stones are OTT since you have them by default if you are in a squadron.
EML and scatter laser does good against large horde units... and that is it. It doesn't have the shots to miss against monstrous creatures/vehicles/units with high weapon:wound ratio.
Scatter lasers easily put out alot of vehicle results/wounds on units.

Do you usually reserve the walkers, or start them in cover/behind jetbikes?

Well for starters Spirit Stones are a waste of points on the Walker Squadrons, they effectively already have it with the squadron rules unless you are down to a single Walker. Mixing weapons on the Walkers is bad idea, you would be better off taking one squad with all EML and one squad with Scatters. The best way to use the Shuriken Cannon ones would probably be to outflank them, its definitely not worth just using them as a screen (its not exactly hard to kill that screening squad in a single turn and still have shots left to put into the more expensive units). However considering this is a jetbike list anyway you might be better off going with Vypers, those War Walkers are going to get left behind in most games, leaving them vulnerable.
This list doesn't have much going for it really, its incredibly fragile (with no way to play a reserve game either), will run off the table easily and doesn't have a particularly scary amount of damage output either. You are fast but speed by itself won't win you any games. Without any real range on any of your units you are always going to end up closer than you would want to be, you aren't going to kill enough tanks (or anything heavy like a Russ or Land Raider) at range and even once you do close in Singing Spears aren't exactly reliable (not AP1, no 2D6, relatively low number of shots).
Running a JetCouncil is pretty much mandatory in a jetbike list, they are one of the few units which are both hard to kill and have a much bigger potential damage output than anything else in the list. However set up as they are they won't achieve much, 5 short ranged S9 shots isn't reliable enough to drop hard targets. Ideally, you need 8+ (to allow for a few casualties) with Witchblades so you can kill infantry better and are probably better against armour as well (way more attacks even if you might need 6's + its on the rear armour). This is how you get around the one unit per turn issue you mentioned, in assault a full JetCouncil can easily pop multiple tanks or sweep multiple infantry units in a single turn and have the speed and survivability to pull it off. Having said that it is still a big DeathStar unit which falls on its face if you run into psychic defense and lose Fortune, not much you can do about it.
For the Jetbike squads I would probably combine one of the squads and run a single larger unit, 6+ strong + a Warlock with Embolden (and maybe a Farseer in there as well for Fortune + Ld 10 if you can find the points) to give you at least one scoring unit which isn't going to disappear off the board after two casualties. Run the rest with Destructor + Spear.
Definitely don't take an Avatar btw, being on foot he is a terrible choice for this kind of list (your mobility advantage disappears because you have to stay close to him). No one it there right mind is going to shoot him either, they will squash the Walkers in the first couple of turns, focus on the Council if it commits and still have plenty of time to deal with the Avatar and the rest of your list.
An Autarch would definitely be a good idea for this list but unless you add a few transports so he can be on foot its hard to fit him in, on a jetbike he gets expensive fast.

Farseer: he's quite good with a Spear actually...with the BS boost and not getting any more attacks than joe Warlocks it's a good match.
Doom and Fortune are ok, but let me ask you...do you really need doom?
Council: all spears is not a great plan...they are a combat unit first and foremost, the extra attacks mean so much to them.
In addition, Embolden is a no-brainer.
It's wierd to see Enhance in a unit that has given up 1/3 of their attacks...
Troops: I highly suggest more than min sized units.
The warlocks are devestatingly expensive...and with such fragility everywhere, kill points suck and objectives can suck too because it doesn't take too much to down them....and more importantly they are only Ld8........let me tell you. In my experience, Ld8 has been more of a problem than 'needing' a hvy flamer.
Warwalkers do not need spirit stones, they get that bonus for being in a squadron, so some wasted points. In addition, it's not really keeping too much to theme.
I like Warwalkers when the weapons are in pairs and not mixing and matching.
I agree with others that say it's a fragile list.
The council is not big enough, the WW are a gimmick spam, and the Jetbikes though somewhat numerous, are really lame defensively and offensively outside of the hvy flamer.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

As others have said it's a rather fragile list. I almost never leave the house without a pack of 3 Gjb + Warlock w/ Spear + Embolden, but it's nothing to bank a whole list on. If a GJB pack gets caught by CC it's dead, period and it'll happen more often then you'll care to admit.
Speaking from lots of experience with jetbikes, this is one of those lists that look great and fun on paper, but fail hard in any competitive environment.

Unless you are playing the reserves games with some luck on your side...and pulling off Force Concentration like a fiend.
It can be very competitive, but not MSU at higher point games IMO. It requires good guestimation and knowing when to fully commit...oh...and most importantly, a larger Council.

Yea, that's why I stuck it up there. I've never played Guardian Jet Bikes, but I've seen a lot of people toss in a few to good effect so I figured if a little worked then a lot was better.
Thinking about it, I am probably better off with fewer, bigger squads. I'll revamp the list and try to adjust my Heavvy Choices.
I went with WW because I figured the WW's could help in an assault for slagpitting big melee units if it was absolutely necessary. WW's only being hit on 6's, then being AV 10 can really slow down a unit, even if it's meant for assault. You can't poison a walker so it's biggest threat in melee is power fists and wraithswords. I could then get my council over there to help clean up whatever they are fighting.
I'll make some tweaks and see what I can put together. I need to work out the point specifics, but I may just drop some things altogether and change to a 1500 point list.

Warwalkers use the standard weapon skill chart in close combat, 6's to hit is only grenades. With a weapon skill 3 marines will be hitting on 3s. Str4 things can take them down from mass glances, powerfists and the like is lights out for the squadron. Moral of the story there is keep them far from CC.

Except maybe the Shurkien Cannon WW who 'can' be used for that role due to the awesome sauce cost for them...but yea, dakka dakka is their middle name
