If I were to create my own Chaos Lord would you allow me to play him?

Aside from the pistol those are all legal upgrades, just switch that up for say a plasma pistol and youre cool.
How you model him shouldn't be a problem as long as you make it clear to your opponent what he really has.
Edit: This should probbably be in YMTC.

It's up to your opponents, not random people on the internet. But, as hoverboy mentioned, all you have to do is call the pistol a plasma pistol and you're completely legal on the rules-from-the-codex side of things.

Funny enough, I did a similar slaanesh conversion conversion using the masque model. Body of a Daemonette = MoS.
Personally I would face this character in CC just for kicks. I am also well aware of how a khornate DW lord can white wash a squad and I personally have done this with my MoK DW lord in the past.

Seems fine. Chaos lords are too strict anyway. It's such a broad term, they should have way more upgrades to make a truly personal lord, but they don't.

Yeah, essentially a couple of extra passive upgrades similar to the old 3.5 upgrades and the current Space Wolves upgrades would have provided an infinite amount of flavour and variety.
The current book strangely enough, reminds me a lot of the CSM book that came before 3.5 where everything was static and the only options were basic wargear options. If you got that book and added the rules for daemon weapons and defilers, you pretty much get the current book.
