I'm wanting to create an army around a single build and scale it up to meet the most common point level tournaments I find. I am still in the process of procuring all the models so if you have any suggestions to alter my army, then you could save me a lot of money . I don't have a real good idea if I'm making cookie-cutter lists, good variations, or something in between. I have named all the lists by the most likely tournaments I will use them in.

1000 Point Core List
Librarian - Null Zone, Curse of the Machine Spirit Wary of Daemons and Demolisher cannons...both are a staple around my area.
Tactial Squad - Multi-melta, Flamer, Rhino
Tactial Squad - Multi-melta, Flamer, Rhino
Tactial Squad - Lascannon, Flamer Combat Squads. Lascannon perches at a home objective while the flamer squad pushes forward with the librarian on foot.

Landspeeder - Multi-melta, Heavy Flamer

5 Scouts - Camo Cloaks, Sniper Rifles, Telion I'm not convinced about Telion, but I do want infiltrating scoring squads that can set up in enemy territory to dictate the battle somewhat. The best way to root them out is HtH, but hopefully my mobile elements can offer close range support.
5 Scouts - Bolt Pistols, Combat Blades "Bodyguard" unit for the snipers who also count as a scoring unit.

2x Landspeeder - Typhoon Missle Launcher I have good rate of fire, long-range, light tank killing and I have low rate of fire, short range, heavy tank killing. I think I could benefit from low rate of fire, long-range, medium tank killing. These guys can manuever for side armor shots or take out the stuff that's too fast for my meltas to catch and too thick for my autocannons to consistently kill like Vendettas.

All that melta and flamers and no Vulkan? Might be a nice alternative to your second libby at the higher point ranges... I usually run 2 HQ's once I get over 1750, if I can fit them in.

You've got a lot of redundancy in these lists and a lot of solid choices - if a bit spammy. I might trade or two of the Tac's specials for Plasma Guns for anti-meq.

I like the scout squads with Telion at the 1850 range, he's a very nice buff, but you might want to give the squad a heavy bolter or missile launcher to take advantage of his BS-granting ability. Maybe go with 3x Landspeeders and 1x Storm w/ Melta for some added maneuverability and counter-deepstrike on the scouts? Keeping it in cover and near the squad of 5 would let you get a last-turn turbo boost to claim objectives...

Just remembe, Speeder squadrons (or any other multi-vehicle squadron) die on an immobilize result. Hydras don't allow your coversave and S7 can get the glance/pen pretty easilly.
Last night I pretty well wasted an Eldar WarWalker squadron with a Glance-6 and pen-4 from a razorback (Heavy Bolter shots). The 3rd walker ran away from the P/F sgt who was threatening a charge...only to die next turn from a plasma cannon.
Only 180 pts (twin scatter lasers on each), but in a 1000 pt game played for Kill Points That was a MeQ killing threat no longer around.
