Since space marines have both the bolter and bolt pistol in their wargear can you opt to use either one at any time? Or if i throw a bolter on the model do i always have to shoot the bolter?

The model can use whatever equipment the codex gives him (and extras you paid points for).
And it doesn't matter what it looks like, what matters is what the rules say the weapon is and whether you have one or nor. Models are just representations of the units. Terminators do not consider Stormbolters onehanded weapons even if they're modelled with them in one hand. Heavy weapons use the rules for heavy weapons no matter if it's a marine carrying it on his shoulder or a large base with two IG troopers and a huge mounted gun. A holstered pistol or sword will still be used in the assault phase.

Well... WYSIWYG says If I don't give him a body bolt pistol, he doesn't have it. but you know, noone listens to GW on such silly occurances.

well, the Eldar codex has a WYSIWYG line that encompasses the entire book.
so many eldar units can never be WYSIWYG because their boxs don't come with basic wargear
case in point: Swooping Hawks. no haywire grenades unless you extrapolate the little bags they have as Grenade pouches.
Charectors are mentioned as supposed to be WYSIWYG as far as all equipment goes. other models only need to show one basic wargear outfit and any upgrades.

I agree with the statement about the characters, (p.47, BGB) but it immediately says afterward that it does not have to be the case.
As to the Eldar, I'm going to have to ask you to back that up with a quote. I've read the pertinent parts, and there seems to be no such blanket statement as what you're suggesting.

Well, it's in the Eldar codex, so it shouldn't be too hard to find if you have the book.
For referance though, it is on page 59 (of my codex anyway, there are a few variant prints iirc that have slightly differing page numbers and errors), Chapter "Eldar Army List", Heading "Using the Army List", Paragraph 1, Line 2.

There are two different aspects to WYSIWYG...
- There's the printed rule, which people like to argue only applies to characters (except for Eldar),
- and there is the gaming convention which has been around for a lot longer than the current rulebook, which sis simply that, out of courtesy to your opponent and to make the game easier for everyone involved, models should accurately represent what they are supposed to be.
How closely that is adhered to in a friendly game is entirely up to you and your opponent. How closely it is adhered to in a tournament is up to the tournament organiser. If there are no WYSIWYG guidelines in the tournament rules package, check with the TO before the event if you are in doubt.
