There is no such rule anymore. One dispel scroll per wizard (one arcane item per wizard). In fact, only one dispel scroll per army.

Yep, all magic items are Unique now, unless their description states otherwise. Make sure you check the relevant Army FAQ if the book description says that multiple may be carried.

There used to be an exception for power stones and dispel scrolls that exempted them from the "unique" rule.

That has been removed in 8th, therefore 1 scroll per army. Dwarves get as many runes as they like however

Daemons don't HAVE dispel scrolls. They have Spellbreakers, which do indeed function identically, and are limited to one per Tzeentch or Khornate character. (It's an important distinction, solely because the OP is just learning to play - let's not confuse him by showing "exceptions" that aren't.)

Various races also have other items which are functionally equivalent to dispel scrolls, or worse - HE have a 50 pt version that a) dispels; and b) destroys the dispelled spell on a 4+, for example.
