I'm building an army who are Blood Angel successors but do not display strict BA iconography nor wear any red. Can I still build the army using the BA Codex?

As long as you make sure your opponent knows he's meeting a Blood Angels list your models can be painted as pink fluffy bunnies.

Why bother painting? Just buy pink fluffy bunny miniatures and call the big one Mephiston. Can't go wrong there.
