razorbacks need to be replaced with rhinos if the tac squads are fielded how they are or the tac squads can be split into 4 five man combat squads to fit into the razorbacks. but that leaves two combat squads unmounted

Huh? The lascannon teams are designed to be dismounted providing static firepower while the two five man squads maneuver on objectives supported where needed by the ten. If you buy a Razorback for any 10-man squad in the SM list you will have to leave at least a portion of it dismounted. There is no way to buy extra transports.

You might want to take a flip through the Marine codex, Raptor. Tactical Squads have the Combat Squad special rule which lets a 10 man squad be split into 2 55 man squads, so what hes doing is infact valid.

A few critiques:

You may want to re-assess the librarians powers. Null Zone is fine but the Avenger is rarely as useful as a good Smite attack.

The Devastators are a weak point in the list. They wont last long, not having any ablative wound Marines, though I suppose they can make up their points in a single shooting phase with some luck.

I disagree with Smite being better than Avenger.

With Avenger there's no rolling to hit, it's an auto hit. And then 4s to wound. which shouldn't be too hard.

Smite is AP 2. but you roll 4 attacks. of those attacks let's say you're lucky and get 3 hits. You might get 3 wounds, but then again you might not wound at all.

I'll take avenger any day.
Oh it also ignores cover. did I mention that?

Indeed, Smite is a poor choice comapered to Avenger.

As for the list, I would drop the fists and save pts. get a Combi weapon instead. Will do you much more good and its 15pts cheaper.

Droping the PFs and taking 3 combi weapons will save you 45, then get a ACLC pred instead of the Dev squad.
Now you have saved 75 pts. Use these pts to change the 3 HBABs into 2 Typhoons and change the Glass Cannon, I mean TFC into a second Vindicator.

I cannot believe in a God who wants to be praised all the time.

I wouldn't be so quick to rule out Smite. I think it greatly depends on how the rest of his list compares to the Librarian's powers, as well as the list he'll be playing against. Against horde-like armies, Template weapons will out perform non-template weapons. Against other armies though (ie - Marines), Smite may come in handier when dealing with Terminator and Artificer armor.

In this case though, I would agree that Avenger is the better choice on paper at least, since he A) isn't going to be in Terminator armor himself and B) he would be likely attached to a Tact Squad with very versatile shooting capabilities.

And as far as the list goes, it is pretty good from what I see. My only remark would really be to max out your Devastator Squads somehow to the full 10 man unit. Having to allocate wounds to your ML carriers the moment they take fire could turn out badly for you. I'd take out the Thunderfire cannon, and use the points for the Dev Squad instead. You have plenty of Infantry killing units already. The Thunderfire Cannon is probably the least useful unit on the list.

Agreed against armies with good armour (Chaos Space Marines, Space Marines, Eldar in a bad mood day) Smite may be more versatile.

Only thing I can see really with this list is you either want to take a second Dev squad and drop the Vindicator. Or drop the devs and take a second vindicator.
