Simple question :
Can a battle standard bearer use a two handed weapon?

It depends on your army book. Some can have any gear they want others are restricted.

To put it another way, the banner itself doesn't restrict your hands. You are still limited in your gear choices by your army book.

Wow, so my high elf noble with a BSB can still use a great weapon?
I guess I can just say that the noble is beating people about the head with the banner for STR 6 attacks.

I shortened the pole for the banner for one of my Marauders, cut off the dangly skull-chains, and modeled him to look like he was mid-swing with the Symbol of Khorne.

It got a decent laugh out of the guys at my FLGS.

just model the BSB banner stuck into the ground behind the BSB himself, and have him whack people with his weapon
