BS+number needed to roll = 7
So BS3 needs a 4
BS2 needs a 5
etc.

For WS its less straightforward but there is still a formula:
X= your WS, Y=Target's WS
X>Y = 3+ to hit
X≤Y but ≥ 0.5Y = 4+ to hit
X<0.5Y = 5+ to hit

Or more straightforward, If your WS is equal or less than double the opponent's, it's 4+. If the opponent's is double or greater, you need a 5+.
BS, 7-your BS=To Hit roll. BS4 for example, 7-4=3, therefore 3+ to hit.

Almost.
Your opponent needs to have more than double your WS to make you hit on a 5+
So a WS3 guardsman will still be hitting on a 4+ against a WS6 opponent. But on a 5+ against WS7 or higher.
A WS4 marine will only be hitting on 5+ against WS9 or 10.
