Do tau pulse carbines allow you to shoot emp grenades 18 in? I was wondering since it says they have an underslung grenade launcher

No it may not. The underslung grenade launcher fires a photon grenade, which is what causes the pinning essentially. It is realy just some fluff.

Infantry are allowed to (typically) fire any weapon they have once per Shooting phase...that said, I think you might have a tough time finding a weapon profile for that underslung launcher in the Tau Codex...
Edit: In case I did not make myself clear....no, it is filler material

EMP grenades are for use against vehicles and intact buildings in CC only.

So, just like the markerlight target designator, the underslung grenade launcher has no profile and is therefore not a weapon.
Wait what?

The marker light is a Weapon, and it does have a Profile.
The underslung photon grenade launcher is mostly just Fluff and is what grants the Carbine "pinning"

Kel is correct.
Never confuse the fluff in the unit's entry with its actual rules; the two are not interchangable.
Markerlights have very clearly defined shooting profiles (36" S n/a AP n/a Heavy 1) as defined in the "Markerlight" entry on page 29. The "underslung grenade launchers" described in the fluff however do not, they simply give a "fluffy" reason for the "Pinning" portion of the Pulse Carbine's profile.
