The rulebook says they MAY deep strike, which doesn't mean they have to, obviously.

Your friends are crazy. The only things that have to deep strike are things with special rules requiring them to deep strike. Drop pods, daemons, a couple other things.

To expand on what Raxmei said, these units will often say that they are required to start the game in reserve, so if a unit doesn't say this then they are not forced to.

They CAN walk on, but not on Turn one, unless you're playing DOW.
