I am planning on starting WHFB and I am not sure what army to collect, as a 40k Player, I collect CSMs in 40k and would like to collect Warriors of Chaos in WHFB as i am a big fan of Khorne. Also i have always liked the look of lizardmen and i like the fact that there is no "real way" to paint them and Orcs and Goblins seem to be a really comical army and i want to have fun while playing games.
Can you please tell me which ones are tactically best and can provide some good laughs?

If your looking for laughs and some randomness in your games Orcs and Goblins is the way to go. They are a horde army though so you will be buying lots of figures to model and paint.
Lizardmen have some great magic and again have some creative leeway in how you paint them.
WoC have some cool badass barbarian models plus i love the Hell Cannon with the Chaos Dwarfs. They are not as hordey as OrcsGoblins so you wouldnt have to buy/model/paint as many models.
I say go Warriors of Chaos, you seem to the love the Chaos theme and it would compliment your CSM 40k force.... sort of a before and after thing.

You are choosing between 3 very nice armies. All of them have tremendous Lord/Heroes.
-Orcs are the silliest and least elite. Be ready to paint lots of green. They also have decent shamanistic magic. I always like magic that doesn't rely on the Big Book magic because it doesn't use the Big Book miscast...
I think their lore is probably the least interesting. It's generally a big Orc who bullied a lot of smaller greenskins and started moving.
-Lizardmen have the best casters in the game and one of the best elite infantry in the game. They also have lots of monsters.
They have a very interesting lore in that they are the oldest playable race in the game. But they are pretty damn humorless. Very robotic.
-I just got the WOC book today and I'm pretty amazed. They got everything. I think they out-Ogre the Ogres, which is kinda sad. They can pack trolls and giants. They have very vibrant and incredibly varied heroes. A lot of options for your troops, probably the most of all 3. They just gave them everything and the kitchen sink. I never especially like the whole Blood for the Blood God stuff, as I'm more for myself. But WoC allows that too. Very expensive units. I might actually be a convert.
But look up the Warhammer armies themselves. It will let you know what is available and give you a general feel for them.

Nice unique paint scheme as well. Only thing the army is missing is a single terradon for my old 2250 list. Add one more stegadon and you are at your 2500 points. The models and build for this army are pretty much the same tactics as in 7th edition, luckily not much changed for us.
Main points:
Slann, Engine, 2 units if 18(3x6) spear saurus,20 temple guard, 2 units of terradons(2x3 after a 6th is found) and 2 of each hunting pack.

I would go with Lizardmen as they have a variety in their army and can be a horde army what with all the skinks like Orcs and Goblins and the Saurus' are resilient like chaos warriors.
I think Lizardmen are a mix of both armies, feel free to disagree.

Godz is mostly right in terms of Lizardmen being a "mix" of the two. Saurus' are one of the better *core* infantry choices armies can get. Decent saves, cold blooded, and armed with spears can make them devastating.
Out of the 3, the O&G are more versatile. You can get some decent shooting and war machines with them, as well as going heavy into CC with Big un's and Black Orcs. Lizardmen have alot of shooting as well, and you can get a good mix of it if you have skinks and saurus'.
WoC are mostly close combat. Very little shooting with VERY effective CC units. Warriors with MoK and Halberds are a frightening sight.
In terms of magic... Lizardmen > Chaos > O&G. Lizardmen and Chaos are pretty close, but a Slann is definately more effective.
O&G are a much more random army. If you find yourself easily frustrated by random rolls, do not play O&G. The animosity tests you must make each turn can really take a toll on you. However if you really like the idea that you can take the same army list and have it play out so many different ways, then O&G is the army I'd suggest. A game with O&G can never be boring, because it can never be the same way twice.

Make a custom Chaos army.
Make the light armored Marauders out of Orcs
and use Saurus as Chaos Warriors

If you like Khorne so much then play WoC! They look really nice and really, if you're looking for laughs you're going to have a blast when you see your warriors will take the enemies skulls for the blood god!
I'm more of a fan of Nurgle, but still, Khorne looks awesome.

Just one thing i like to add to the orcs (i played orcs for quite a while). They are only a fun army (besides the sometimes funny looking night goblins) if you find it funny that very often you will find that your plans wont work because of the dice.
So if you think: very unreliable = fun, thet O&G are fun for you.
I personally would go for Chaos but if you really want to use magic go Slann  .
