No transfers will hold on that dragon.
Lucky that GW recommends to just paint those details, as seen here for the right tatoo:

The left one is also a relatively simple freehand.

Transfers will hold just fine on any model. I have used transfers on metal and plastic just fine.

As Zad said, there is a decal solvent made specifically for complex surfaces. I believe Tamiya makes one. It was designed with military models in mind where decals have to go over seams in armor and over rivets.
