I have been building on my idea for a Bike-heavy force. I had initially added Vulkan to this list, as well as a Land Raider, and in the end decided to go with a White Scars type of force.
Here is the list:

HQ
SM Captain on Bike, with Relic Blade, Artificer Armor, Storm Shield, Hellfire Rounds, Melta bombs (210 pts)

Total of 36 T5 bikers with TL bolters and 3 Dreads.
Not a lot of models, but the idea with this list is to drop 2 dreads and divide the field / enemy force, then use the bikes to swarm a portion of the field / enemy force. Repeat.
The Command Squad with Captain is my CC element, with the Dreads adding support as needed. My bikes shoot and scoot, avoiding combat if possible. One nice thing is that with Combat Tactics I can choose to fail a morale check if I lose in CC, allowing the bikes to disengage 3d6" and mitigate those losses.
I didnt take flamers on my bikes for 2 reasons: 1. If I am close enough to use flamers then I either have to charge into CC or will get charged on the enemy turn; 2. with the number of TL bolters I have on my bikes I should be able to get a good number of hits on my opponents. I do have plenty of melta weapons, and some heavy flamers on my Dreads should I need them.

Not a lot of models on the table, but with all six Bike squads being Troops, I can claim objectives quickly and/or contest where needed. The Command Squad with Captain is pretty darn tough, with T5, 3+ armor saves (2+ on the Captain) and 4+ FNP saves. The Champion has W5 skill, and 2 PW and a PF in the squad are plenty to do some hurt. Two Storm Shields in the squad and the Combat Shield on the Champion give me a chance against other baddies.

Overall I like this list a bit more than my previous list. I am always looking for ways to be different in my builds while being competitive. I think this list, played properly, can be very competitive.

Any thoughts on how to make this better?

i would add vulkan like initially planned. if you're going that heavy with melta weapons and flamers, you should have them twin linked.

White Scars doesn't use dreadnoughts

Yes, the problem is that if I add Vulkan, I end up needing to put him in a vehicle for transport, which changes the whole dynamic of the force. If I get a vehicle other than a Land Raider then I have to get at least two or three (Rhinos or Razorbacks) and squads to buy them for. If I get a Land Raider, I still have to buy a retinue for him. With Vulkan I will end up putting about 500 points into supporting him, which is what I dont want.
Trust me, twin-linking all meltas and fllamers would be awesome, but I dont want to give up too much to get it...

You do realize the Captain has surpassed Khan in points.
I say reel it back. Chances are needing melta bombs means he gonna die.
Hellfire Round are a luxury.
Arti armor or shield, I would suggest just one.

Command Squad: No Banner? I’d think it would be an auto-include with so many multiple small units (MSU). The lack of special weapons is…. Ok I gues with the biker base, but it’s one of their graces spamming special weapons.

Bikers: copy and paste much?
I suggest a pair of weapons, always max them out.
I suggest some variety… you know flamers do pretty well to, plasma has a function as well.
That’s 6 KP too and bikers (in my experience) have issues with morale and run too easily… keep running easily with escorts as well and run quickly at 3D6.

Dreads are meh, I’ve never been a fan of podding action in a biker army, while the weapons are intimidating, it’s not like Vulkan is in the list. Dreads can bring some much needed supporting weapons but they are in the form of Autocannons.

true, you can't get something for nothing. if its a percieved fluff problem, white scars do use mounted infantry squads plenty (read the sample chapter of hunt for voldorius on black library's website if you don't believe me). also, i don't see why you wouldn't be able to use a single rhino. what i would change is your bike squads to full size to save on KP; you'll still have the option of combat squading them when going for objectives so you're not losing out on much except for a single dread. your 6 bike squads and three dreads come to 1500pts. here's my alternate 1500pts...

Vulkan Hestan 190
Assault Squad x 9 with flamer in rhino 182
Bike Squad x 9 including 2 meltas and multimelta attack bike 275

you're not giving up too much and you still have 6 scoring units when you want to due to combat squads as well as a dread drop pod storm of doom... but now all your ranged upgrade weapons are twin linked. personally, i'd change any power fists to thunderhammers if you're taking vulkan for the added oompf as well as shave off an upgrade from your bike squad to give the assault squad a thunderhammer.

Yes, the black hole that is Khan or Captain both on bikes can not be ignored

2 Landspeeders with Multi-Melta and heavy flamer are 140, 10 less than one dread in pod.

Dreads are a bit more durable and there is a charm to coming in turn 1 as opposed to commiting/coming in earliest turn 2.

i'm simply replacing that 1500pt chunk of his 2000pt army. his 500pt doom command squad with captain is still there so the list is legal.

As White Scar fanantic,for years, dreds are so un-White Scars. IMO

no problem. as for dreads, i think he should model them running like the gears in heavy gear with little tractor roller blades at the bottom of each foot! then they'll be white-scar-ified enough!!

interesting... didn't know that. i just figured it wasn't fluffy simply because they value speed and dreads are slow (the drop pod sort of fixes that problem).

Ok, thanks for all the feedback. Though I am not committed to exclusively creating a White Scars force, I do like the color scheme of the White Scars and so thought I would go with that. Unfortunately I realize the fluff must be there too, and was not aware of the whole Dreadnought thing. So I decided to change the list a little to be more fluffy, plus I think perhaps this list may even be more of a pain in the schtick and therefore more competitive.

With 45 bikes, thats a rather large footprint to move around the table, but it doesnt get any more "White Scar-ish" than this...

I don't know. There seems to be much congestion.
Terrain can be an issue and commitment can leave your guys too bunched up.

It will certainly be fun and you will be wrecking tanks at a respectable rate, but it looks more like a gimmick.

Again, the lack of the banner is wierd in a list like this on the command squad. Ld9 is not really that hot and the Captain is the epitome of 'points black hole'... over 200 points, damn man. Khan is cheaper and prob. would do better in the Command Squad while Outlflank would be better at 2000 points when combat tactics is less of a posititve element at that high points level.
