I just started nids and have a simple (i hope ) question. If a model has two sets of scything talons talons does it gain a extra attack for having two special weapons?

No it does not. One set of scything talons and he rerolls 1's in close combat, two sets and he rerolls all misses. No bonus attacks.

Tyranids always get the number of attacks listed in their A column, whatever weapons they are equipped with.

You could also read the codex. Page 33 to be exact.
