So a unit of handgunners would normally stand and shoot as soon as the enemy is in range. This would mean a long range penalty. However, if a veteran is in the unit with a pistol the unit will wait until the enemy is 12" away before firing thus negating the long penalty. Yes or No?

Stand and shoot dosen't incur a long range penalty, it does however have its own penalty that does the same thing (-1 to hit) so its all the same.

S&S in 8th is taken immediately if outside range, and normal penalties apply - so long range, multishot etc are included. Now in 7th you actually moved the unit first, so it was clear that you waited until the pistol was in range meaning that you were in short for handguns, etc. In 8th you treat it as shooting at max range even if the unit is further away, so you would seemingly fire pistol and handgun together, e.g. at a target 25" away, and would therefore gain the long range penalty.

Really, well thats what you get for letting shooty things get charged

It's why the pistol was such a good buy for eg dwarven handgunners - they would essentially still hit you on 4's and not 5's, drastically improving their chances of whittling away a unit, e.g. taking off or reducing that all important rank bonus.

Actually, I just check the brb (.17) and it states that you fire at the shortest range of of a unit's weapons. So the pistol does appear to eliminate the long range penalty for the handguns in this case.

You have it right olympia - they are counted at the longest range of the shortest ranged weapon.

Good, glad they cleared that up - so you S&S immediately as if you were at (e.g.) 12", meaning you eliminate the long range penalty. Same as 7th but a lot clearer worded (you had to carefully read ALL the bullets to the part where you S&S once when in range of every weapon, and not immediately in range of any weapon)

So the old ways still work.
