Rules argument of the day between my roommate and myself:

Tempest's Wrath states the all enemy skimmers, jetbikes, jump infantry, and deep strikers that finish their move within 24" of the Rune priest treat all terrain as difficult and Dangerous.

Eldar Star Engines allow skimmers equipped with them to move an additional 12" in the shooting phase if they have not fired that turn.

So - do you check for the Wrath at the end of the movement phase, or after the star engines go? or both (ouch)?

Both times the rules state when ever you move in dangerous terrain you must take a test

as long as the model moves into or out of the 24" range of the power it must take the test

So potentially it can take two tests - once during the movement phase, once during the shooting phase.

Yes. The Star Engines force you to take a second test.
