So I am looking to protect my little plastic men from wear and tear with some varnish, but cant use the spray can type most of the time, and so I would like to aquire a nice mat varnish that I can paint on. Something of rather thin consenstancy would be excellent. It seems like I can find -tons- of gloss but not so much in the matt department. Any ideas would be awesome!

Why can't you use the spray cans? This might help, although it is a UK thing : http://www.antenocitisworkshop.com/gbu0-prodshow/drmatt.html

There is also Humbrol which do a brush on matt varnish, I think it's called mattecote

If I am not in my room, is it still my room?

I use Plastikote's Crystal Clear Matt spray (or Krystal Klear? lol) for units/vehicles ets, and VMC Matt Varnish for hand sealing singles.

Dunno if you can even get them where you are?

I use this: http://www.thewarstore.com/product43298.html

I can't speak for it's protective qualities - I use it to dull shine on things like bone and skin after I use a spray satin on PA, and it does that job passably well.

I'm assuming that for him, local weather conditions most of the time turns Spray varnish into Insta Spray on Frost Effect(TM)

Generally matt varnish isn't very good at protcting miniatures. It really depends on how much grief you give your models.
My Blood Bowl and Necromunda models are coated in a hard wearing gloss varnish (for protection) then coated in brush on Vallejo matt varnish for my prefered finish.
