I'd guess Techmarines make them because they didn't have much in the way of STC's when they began producing power armor at the beginning of the great crusade. On the other hand, I'm pretty sure there was a planet Horus came across that had a near fully functioning STC and they're where power armored soldiers there, so I'd say it was Techamarines using some STC tech/data.

I believe it is created by tech priests as the design has changed considerably over time, as compared to something from an STC like the lasgun which has only minor changes.

First up: STCs don't make stuff by themselves. What people are actually talking about when they say " STC" is a copy of a blueprint created by an STC system. The "Standard Template Constructor" in that one Gaunt's Ghosts novel is an oddity. It was a machine devoted to mass producing an STC design, not an actual STC system.
Power armour is not an STC design. While many components within the armour may well be STC patterns, the armour as a whole is not. This is evident by the 8 different marks of power armour, each one building upon the previous design, and many of the designs rushed into production during the Heresy.
Now, the Techmarines of a chapter will likely know how power armour works, else they wouldn't be able to repair it. But an SM chapter doesn't have the advanced production facilities required to produce the armour; many chapter's don't even have a fixed homeworld! So it falls to the Adeptus Mechanicus to produce the equipment that the Space Marine chapters use and require.

Alll power armour comes from forge worlds (or Mars if a chapter is lucky enough eg Grey Knights).
The tech priests oversee the manufacture of power armour, normally using the marks the priests themselves know of only.
This means that one forge world may be able to produce Mark V, Mark VI and even Mark VII, but another may only be able to produce parts for Mark IV or V.

Anyone have a source for it saying that power armour is created by the forge worlds?
I'm currently researching this and can't find anything that says who actually makes the armour either way. One source says that TDA is made by the admech but has nothing to say that techmarines don't make actually make power armour and that it is the sole responsibility of the ad mech.
It says that artificiers are responsible for repairing and maintaining the armour in the codex but nothing about techmarines. I know that techmarines are responsible for the manufacture of the chapter's vehicles and the IA article says that "Each Chapter has its own weapon shops, foundries and artisans".

SW Power Armor is made on the Forges of Fenris(By the Iron Priests and their serfs).
Many Chapters have their own "chapter Forges", or at least the ones with their own Planets do.
Fleet Based Chapters(Black Templar) would probably get supplied by some forge worlds.
I believe it is explicitly stated somewhere that Grey Knights Power Armor comes from Mars itself

If you mean Astartes power armor, yes, they can probably make high quality individual suits (it's likely that artificer armor is produced this way, along with master-crafted weapons).
Imperial power armor in general? Oh hell no. Techmarines aren't qualified to make anything but Astartes equipment (they can, but they aren't as good as human artisans).
For human power armor, it varies. Some are custom-made for each individual wearer-- for example, the armor worn by Inquisitors. Others are produced as a single pattern on various forgeworlds (such as the lighter Dragonskin power armor used by Techpriests, or the power armor used by Sororitas). Still other more "civilian" models (less protective than Astartes/Sororitas/Mechanicus armor, with fewer support functions) are also produced on various worlds, for purchase by Nobles for personal use, or by use of their own personal guard / army.
Source is the various Dark Heresy books, there's examples of civilian power armor produced at various worlds, mostly forgeworlds IIRC.

Nice one.
I was pretty much certain they did but had a moment of doubt due to a couple of people trying to persuade me other wise.
I do remember reading a passage that said that they did but can't seem to find it for the life of me.
