Hey everyone, I've been a player of 40k for a while now, and have recently branched into WHFB, specifically the Nordland province of the Empire. I have written the foundations of an Empire list based off of the Battalion at its core and some extras I added. Please leave your comments and critique, such as what i should add, remove, replace, etc. I'm building towards an army with good ranged back-up while CC wreckers hit the enemy.
Lords: 310 (23%)
Wizard Lord
+level 4
+Crystal Ball
+Grey Wand
+Seal of destruction
Lore of Heavens
Heroes: 268 (19%)
Captain
BSB
full plate
Griffon Standard
Battle Wizard
+level 2
+Rod of Power
Lore of Fire
Core: 529 (39%)
Swordsmen x20
+full command
Knightly Order x8
+full command
+Banner of the Daemonslayer
Handgunners x10
+musician
+marksman
+Hochland Long Rifle
Special: 230 (17%)
Greatswords x10
+full command
Great Cannon
Rare: 110 (8%)
Flagellant Warband x10
+ Prophet of Doom
Total: 1347 points
I'm thinking the Swordsmen will act as a grinder to take on tougher units or large groups, due to their survivability, along with the fact that the BSB will be with them. The Greatswords and Flagellants will be the wrecking balls while the Knights smash into the flanks of the unit the Swordsmen are locked in CC with. The Cannon, Wizards and Handgunners will be the ranged support, the Celestial Wizard being more on the defensive, dispelling and throwing around more tactical spells while the Bright Wizard will be going for the big bang, throwing around lots of dice to get that explosion he needs
On the fluff sid eof things, the theme of the army is somewhat of a coastal guard one, being from Nordland after all. The two Wizard Lores (winds and lightning, along with fire) are the army's anti-ship weapons, along with the cannon. Other than that, I'm still building it up.

You might not get a ton of comments- primarily because 1347 is a really weird points level that won't have a lot of other lists for comparison purposes.
I'm not super up to speed on the Empire book, but at first glance, it looks like you have more than one arcane item on the Wizard Lord, which is a no-go.
I think the Griffon Banner is going to be more useful in a unit that has more ranks. As soon as the 20 swordsmen (plus BSB) lose 2 models, your combat res dropped by 2 points. Also, I think, given his fragility, he probably needs another model on foot in there to help, though I might be wrong.
The fluff is pretty interesting. How are you liking the Nordland paint scheme?

The wizard lord can only use 1 arcane item i think the grey wands abit pricey +4 is usually good enough.
Looks fine, as for expanding your going to want another 10 greatswords/flaggellants and i would say another 10-20 swordsman as i think state troops work well as a 30-40 man unit as there so cheap. And more WARMACHINES!!!! Also a war alter or a general is nice for the leadership 9.

Kinda dont like the 2 wizards together. I think switching one out for a Priest would be better for additional anti magic but your call. 10 greatswords aint a lot and half of them would die before they can strike in some situations. I would swap them out for a cannon or mortar. maybe buff up the knights to 10 for a 2nd complete rank (or lower them to 6. dont see a big point to 8 knights). Buff up those swordsmen to 25-30. they need numbers if they want to take a few rounds and use that griffon standard

Dang, I must've missed the 1-arcane item limit, that should lower my points value by a chunk. The weird points is thanks to the fact that these are all the models I own so I was trying to use what points I could.
I liked the fluff of Nordland, and it worked in my meta-game, where several players are WoC or DE (both raid along the Sea of Claws IIRC), but otherwise, while I find the colour scheme could be dialed back some (kinda flamboyant no?) I find it better than most provinces and it's not that bad.
Otherwise, I think buffing my units' numbers comes first, then a general or war altar, then warmachines. The priest idea is interesting, the idea of being the one who both leads the army in prayer as Sigmar's priest as well as a warrior on the battlefield sounds awesome. I'm thinking I'll use the Seal of Destruction over the Crystal Ball and Grey Wand.
If I chose the priest and the war altar, it could be a Sigmarite battalion sworn to defend a line of the coast, kinda like the Dwarfen Slayers in that they did something very very bad (maybe they fled during the Storm of Chaos, leading to whole cities being ravaged un-defended?), and are sworn to defend Sigmar's realm to the death in order to redeem themselves. The Priest and the war altar would act as a reminder and a way to both keep an eye on the men and inspire hope in the army.
EDIT: The army book doesn't say anything about 1 arcane items only, the Wizard Lord just says "up to X points of magic items from the Common and Empire lists."

The restriction comes from the main rulebook. Review the section titled Balance of Power on page 500 of the BRB and you'll see the restriction we're talking about.
Definitely liking the thought behind why your army is where it is. I also like using the term 'meta game' in a fluff sense- pretty cool!

Alright, my apologies, i didn't realize it was in the BRB. So, I'll definitely be going for the Seal of Destruction, it's like a Dispel Scroll, but the second effect is where it shines!
I can see it now, the Captain of the Nordland Brigadiers sees a twin-tailed comet light up the night sky while his men make camp near the border-towns of Nordland, the comet streaks towards the Sea of Claws, back near his home. As it strikes the horizon, the town beneath its passage erupts in flame, and sounds of battle and slaughter is heard. the Army struggles to form up and respond, but by the time they are in sight, the town is torn apart.
The Captain later sheds his rank in the army and becomes a renegade Warrior Priest of Sigmar. Building a War Altar from the ruins of the town's Sigmarite church, they begin a crusade of redemption, swearing never to let another drop of Nordlander blood fall on their soil, and to fight until death, for it would be only in their death that they would be redeemed in the eyes of their god. Does this make sense?
The Warrior Priest and war altar should be interesting models to convert to fit this idea.
