I have searched all over this site and other sites and google and cannot find a good tutorial or any decent help on making Lightning effects with Greenstuff. I have never used this stuff before and I'm not even sure if using it is the best method to make lightning. Basically I want to make something like this:

Does anyone know how to make that warpfire/lightning type of effect? What would be the best materials to use to do that?

Wire, either insulated or otherwise. Preferably steel wire.

GS is great for applique-style sculpting, but it does very poorly with free-standing stuff, much less thin, strangely shaped free standing stuff. Also, with lightning, odds are that you're going to make it too thick. Not so with wire.

Just pick some up from a local hardware store and you should be good to go.

@Ailaros: Thanks for the advice. I'll try that out. Do you have any tips or advice/tutorial on how to do that? I'm not very creative without a base on how to do something.

If anyone could give me advice on how to setup wires to be like lightning that'd be awesome and much appreciated.

If you just want lightning, without something equivalent to the lightning eagle thing going on in your example, then wire is fine. You really need to work it with some needle nosed pliers, get a lot of kinks in there and make sure you start and end the lightning in the fist, don't have loose ends unless you're going to modify them with GS.

There's no reason you couldn't work with GS on the wire to get certain effects. In which case I'd suggest working quite flat. Sculpt one side of whatever you're doing lying flat on the wire, then, once it's cured flip it over and do the other side. This will save you a lot of swearing and ripped green stuff.
